About The Position

The Business Services Directorate (BSD) at PNNL provides essential financial, procurement, sales, and project management services. The Finance & Accounting Professional will perform a variety of financial and accounting activities, including maintenance, control, analysis, and development of complex financial/accounting records, reports, and systems. They will provide business advice and services to management and staff to ensure compliance with federal laws, regulations, policies, and sound business practices. This role involves adhering to and communicating business policies and procedures, including training and interpretation for supported organizations. The position requires developing solutions to complex problems using ingenuity and creativity, identifying opportunities and risks, and making recommendations affecting organizational objectives. It may involve leading projects of limited scope and demonstrating good judgment in selecting financial and accounting methods. Responsibilities include monthly performance analyses, routine assessments for self-assessments, providing technical support and training to less experienced staff, performing financial processing, accruals, allocations, manual accounting entries, account reconciliations, and general ledger accounting. The role also involves preparing, reviewing, and validating financial data, performing financial studies, analyzing business transactions, conducting operational audits, collaborating with other groups to resolve issues, supporting internal and external auditors, and documenting procedures to ensure compliance with government accounting requirements. Additionally, the position will develop solutions and may lead process improvement initiatives for Cost Accounting and General Accounting.

Requirements

  • BS/BA and 2+ years of relevant finance and accounting experience -OR- MS/MA or higher
  • Assignments may be wide in scope requiring a broad background of experience or independent action and a high degree of initiative to resolve issues.
  • Skilled in the use of basic financial and accounting systems and software.
  • A high degree of knowledge of Microsoft Access and Excel.
  • Working knowledge of financial systems, general accounting practices and strong analytical and communication skills are required.
  • Knowledge of FAR, DEAR, Cost Accounting Standards and PNNL Charging Guidelines.

Responsibilities

  • Perform a variety of financial and/or accounting activities, which may include the maintenance, control, analysis, and development of complex financial/accounting records, reports and systems and their ongoing support.
  • Provide or assist in business advice and services to management and staff to ensure compliance with applicable federal laws, regulations, policies, and sound business practices.
  • Adhere to and communicate business policies and procedures, including training and interpretation for the various organizations supported.
  • Develop solutions to complex problems which require the regular use of ingenuity and creativity.
  • Identify opportunities and risks and make recommendations affecting organizational objectives.
  • May lead projects of limited scope.
  • Demonstrate good judgment in selecting financial and accounting methods and techniques for obtaining solutions.
  • Conduct monthly analyses to provide management information on the performance of the cost and financial processing requirements.
  • Perform routine assessments in support of the Finance and General Accounting self-assessments processes, and as directed by management.
  • Provide technical support and training to others with less experience in support of the Finance and General Accounting, and as directed by management.
  • Perform and provide technical support others for financial processing, accruals, allocations, manual accounting entries, account reconciliations and general ledger accounting entries.
  • Prepare, review, and validate complete and accuracy of financial data, i.e., Invalids, Cost Corrections, allocations, write-off, financial transaction processing, and accruals.
  • Perform financial studies; analyze data; make recommendations based on findings; prepare correspondence and reports based on those studies.
  • Analyze business transactions; perform operational audits to identify and recommend corrections for related problems; audit transactions of others for adherence to accounting principles and policies.
  • Work with other groups such as Information Management Services, Financial Operations staff, Contracts staff, and Business Office staff to resolve issues.
  • Provide support to internal and external auditors, as directed by management.
  • Support IM services with routine maintenance, as well as testing new system functionality or upgrades to systems to ensure core functionality is maintained.
  • Document procedures to ensure compliance with government accounting requirements.
  • Develop solutions and may lead process improvement initiatives with limited scope for in Cost Accounting and General Accounting.
