About The Position

Financial services include the delivery of financial planning, reporting and operations, as well as ongoing engagement with policy and program areas to provide strategic decision-making support. There are three top leadership priorities that support this One Finance approach: proactively supporting our talent across the finance community; providing collaborative and responsive services to our business partners; and actively engaging in continuous improvement of the way we support each other and do business within our teams and across the entire finance community. Requirements

  • University graduation in Business, Finance, Accounting, Commerce or Management or other related field plus one-year related experience.
  • Equivalencies will be considered on the basis of a minimum 2-year related diploma plus three years directly related experience.
  • Advanced skills in Microsoft Office, including Word, Outlook, Excel and PowerPoint.
  • Solid understanding and experience with the application and research of accounting policies, practices and theories such as Generally Accepted Accounting Principles (GAAP).
  • Experience supporting the preparation and review of financial statements, working papers, and reconciliations (e.g., General Ledger, subledger, and bank reconciliations).
  • Experience performing financial administration processes (e.g., accounts payable, grants, contracts, expense claims) in accordance with policies and procedures.
  • Strong working knowledge of Enterprise Resource Planning systems (e.g., 1GX) and the various financial interface systems such as Concur and Electronic Payment System (EPS).

Nice To Haves

  • Experience supporting or coordinating quarter-end and year-end financial reporting processes, including preparing schedules, templates, and variance analysis.
  • Knowledge of Public Sector accounting Standards (PSAS).
  • In the process or completion of a Canadian professional accounting designation (CPA or legacy designation) or equivalent.
  • Knowledge of revenue recognition principles and their application in a public sector or regulated environment.
  • Experience supporting capital asset management processes, including tracking, categorization, reconciliation and reporting.
  • Experience developing financial reports, dashboards, or analysis to support management decision-making.
  • Experience in financial planning and analysis, including budgeting, forecasting and monitoring expenditures.
  • Analyze and develop internal financial controls, policies, and procedures to maintain the integrity of ministry specific internal documents and identify areas of improvement.
  • Experience conducting expenditure reviews with a focus on internal controls and compliance, including assessing transactions against financial policies and legislation (e.g., FAA and Treasury Board directives) and supporting corrective actions to strengthen financial controls.

Responsibilities

  • Play an integral role in producing multiple financial reports in accordance with government policies, processes, guidelines and Generally Accepted Accounting Principles.
  • Preparation of the ministry’s quarterly financial information, various public disclosures, year-end financial reporting and addressing the ministry's financial audit requirements.
  • Assist in providing financial reporting services, such as financial information preparation for the Annual Report, quarterly actual results and ad hoc management reporting.
  • Play an integral role in the comprehensive management of the ministry’s financial operations.
  • Developing and implementing ministry-wide financial policies and procedures, internal controls, and reviewing the day-to-day financial operations.
  • Maintain the integrity of financial data within the following functions: Grants and Contracts, Travel & Expense Claims, P-Card, Accounts Payable (A/P), Accounts Receivable (A/R) and General Ledger.
  • Providing financial advice and guidance to clients to ensure compliance with financial regulations and policies.
  • Ensure that 1GX financial information is in accordance with the PSAS (Public Sector Accounting Standards) principles and guidelines, GoA and Ministry policies and procedures.
  • Develop accurate, valid and timely information, analysis, reports and schedules to prepare quarter-end and year-end financial statements.
  • Liaising with auditors to provide them with required documentation and/or explanations to facilitate the audit and resolve audit issues.
  • Support the lifecycle of grant/contract agreements and funding approvals, including tracking approvals, preparing agreements and submissions.
  • Perform financial processes and procedures such as accounts payable, procurement card, grants, contracts and expense claims for the desired ministry, ensuring compliance with legislation.
  • Conduct detailed analysis and interpretation of financial data, including identifying trends, variances, and anomalies to support accurate reporting and inform decision-makers.
  • Discussing complex financial issues with clients and making recommendations regarding possible solutions.
