About The Position

The Field Project Representative 3 is responsible for a wide range of construction observation, administrative duties, and documentation during the construction phase of projects. Due to the field nature of this position, applicants must have the ability to travel away from their home location for extended periods of time to work on-site at construction projects. The position may also require night shift and/or weekend work as necessary. This position includes, but is not limited to, interpreting contract plans and specifications, observing and inspecting work performed by contractors to evaluate compliance with contract documents, note taking and documentation, preparation of pay requests and record keeping. The person in this position may also assist other Construction Engineering and Inspection staff with responding to requests for information, change orders and other field/construction administrative duties as needed.

Requirements

  • Proficient in Microsoft Office (Outlook, Word, Excel)
  • Developed understanding of Market Sector Software (AASHTOWare, DocExpress, local agency data management software, Newforma, MS Project, Blue Book Rental)
  • Intermediate understanding of technical fundamentals
  • Ability to perform moderately complex design tasks independently
  • Ability to effectively divide projects into individual tasks
  • Ability to lead technical effort on small projects
  • Ability to provide quality control of basic deliverables
  • Team player who is able to follow on large, complex projects and lead a small team on simple tasks
  • Ability to anticipate the needs of other technical disciplines and take responsibility for their results
  • Strong understanding of scopes, schedules, and budgets
  • Ability to predict and deliver individual tasks within a set level of effort
  • Ability to consistently meet budget and schedule expectations on projects
  • Proficiently selects from and employs industry standards: Relationship/order of precedence of contract documents, Materials testing and requirements, Quantity and quality tracking, Local agency, state DOT, EJCDC, ACI, MasterSpec, other building codes
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals
  • Ability to create and interpret graphs and understand statistical analysis
  • High School Diploma or GED required
  • 4 years of experience required
  • 3 years of experience required with advanced degree
  • All certifications required by local jurisdiction (e.g., ODOT Drilled Shaft, Traffic Signals, etc.)
  • Driving is an essential job function or a valid driver’s license is required to support legitimate business purposes

  • Engineer-in-Training (EIT) certification (or working toward licensure) preferred

Responsibilities

  • Interpreting contract plans and specifications
  • Observing and inspecting work performed by contractors to evaluate compliance with contract documents

  • Producing submittal reviews
  • Producing in-service inspection reports
  • Producing Construction Time Estimates (CTEs)
  • Producing force account procedures for extra work
  • Frequent client communications
  • Resolving issues on small projects
  • Attending client meetings
  • Consistently using situationally appropriate communication tools (e.g., email versus phone versus in-person)
