Field Investigator (Compliance Specialist 2)
About The Position
The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses. This position is with the Workers' Compensation Division (WCD). WCD administers, regulates, and enforces the laws and administrative rules governing the Oregon workers' compensation system. This position is represented by the Service Employees International Union (SEIU). This position is eligible to telework on a full-time basis once the incumbent has gained the proficiency to perform work independently. The incumbent may occasionally be asked to work from the office on an as-needed basis.
Requirements
- Four years of experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide compliance with program guidelines and regulations.
- Two of the four years must be above the technical support level.
- College-level coursework may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.
- Expert communication skills, including the ability to diffuse hostile situations.
- Expert proficiency in writing reports, proposed orders, and subpoenas.
- Ability to work independently and manage work efficiently.
- Valid driver's license and a satisfactory driving record.
- Must pass a fingerprint background check for any convictions directly related to its duties and responsibilities.
Nice To Haves
- Strong knowledge of the principles, theories, and experience conducting comprehensive investigations.
- Familiarity with workers’ compensation laws, relevant case law, and previous experience utilizing Oregon Revised Statutes and applying them appropriately.
Responsibilities
- Conduct investigations to determine employer compliance with workers’ compensation coverage requirements and the subjectivity of injured workers.
- Gather and analyze information and interpret workers’ compensation laws, rules, and policies.
- Issue proposed orders and impose sanctions for noncomplying employers.
- Provide technical assistance to regulated employers to educate and increase awareness of the need for workers’ compensation coverage.
