About The Position

This position is responsible for managing the operations of the Field Engineering Division of the Engineering Services Department. The work consists of varied construction project management and inspection duties. The need to coordinate with a variety of stakeholders adds to the complexity of the position. The purpose of this position is to manage capital projects for the county. Successful performance contributes to the success of capital projects, including compliance with timelines, budget guidelines, standards, specifications, rules, and regulations.

Requirements

Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years’ experience or service.
Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.

Responsibilities

Plans, coordinates, and manages municipal construction projects and field operations on all road and intersection improvement projects, drainage improvement projects, resurfacing and restriping projects, parking lot and site improvement projects, and highway and heavy civil projects from design completion through construction completion and contract closeout.
Manages contracts; prepares bid documents to include RFPs and IFBs; assists in contractor selection; manages construction contracts, change orders, and payment applications; reviews contract documents and construction drawings; tracks expenditures and ensures construction projects stay within financial constraints.
Serves as liaison between county leadership, contractors, subcontractors, utility owners, engineers, state and local agencies, other county departments, and the public; conducts pre-bid meetings, pre-construction meetings, and project progress meetings; responds to inquiries and complaints from state agencies and the public related to construction activity.
Performs constructability reviews on all proposed road, drainage, and infrastructure projects; provides direction and markups to design firms; performs quantity take offs of design plans to quantify and verify future bid items for construction.
Monitors project schedules and coordinates with contractors, engineers, utility companies, governmental agencies, and other stakeholders to ensure that project stays on schedule and to minimize disruptions to services.
Ensures adherence to all applicable codes, laws, rules, policies, and regulations; ensures compliance with safety procedures; conducts regular site inspections to monitor construction progress and quality and manage documentation for inspections, permits, and approvals.
Performs cost analysis and provides opinions of probable cost on proposed construction projects; participates in the development of project scopes, budgets, timelines, and procurement strategies.
Provides assistance to other county departments in the form of field design assistance, coordination, advisement, and contract management to various county departments.
Assists with the inspection and review of private development for final acceptance; assists in the inspection or roadway and storm infrastructure.
Supervises and trains field inspection staff and survey crew.
