About The Position

This position reports directly to the Fiscal Analyst Supervisor as the Social Service Payment Fiscal Analyst for Region 1 and 2 of the Department of Children, Youth, & Families (DCYF) field offices. The Fiduciary Specialist assumes fiduciary responsibility in cooperation with supervisors, managers, and administrators, independently prioritizing work to ensure client service payments and recoveries associated to those payments are made timely.

Requirements

• Four (4) years of professional experience in accounting, auditing or budgeting.
• Bachelor’s degree, in accounting, auditing or budgeting.
• Equivalent education/experience totaling four (4) years.
• The ability to take action to learn and grow.
• The ability to take action to meet the needs of others.
• Professional experience may substitute for education year for year.

Nice To Haves

• Bachelor’s degree in accounting, auditing or budgeting.
• A master’s degree in a financial related field.
• Certification as a Public Accountant.
• Certified Governmental Financial Manager or Management Accountant.

Responsibilities

• Assist in the development of standards and procedures to ensure accountability needs of the Department are met.
• Problem-solve with DCYF staff and external partners to resolve payment and service delivery issues in accordance with DCYF policy.
• Communicate to providers, staff and community partners to educate and clarify payment issues.
• Analyzes data and determine training needs of regional staff, providers, and community partners.
• Provide on-going consultation and meeting staff training needs.
• Provide Regional Management Team and Program Managers with requested data and reports.
• Analyze, identify, and assist field staff to comply with mandates and regulations to maximize federal funding opportunities for accurate and timely payments.
• Ensures approval signatures and process for Administrative Approval Requests (AAR) requirements are met for requested services.
• Coordinate activities to monitor Regional Payment Adjustment process.
• Coordinate activities to monitor and complete recovery of funds processed throug Regional Overpayment claims.
• Periodic and random fiscal review and reconciliation of rates, hours, and services provided under foster care serves.
• Analyzes and performs financial reviews of FAMLINK payment data
• Reconciles input information to output data.
