The Fiscal Analyst 4 (FA4) reports to the Director of Administrative Services and supports the agency's mission by serving as the accounting expert and primary advisor on budgetary decisions. This position is essential to the development of agency financial structure, the payment of bills, the preparation of invoices for accounts receivable, the analysis of expenditure trends, maintaining accurate cost allocation processes and other facility related fiscal oversight. This position is crucial to budget development and determining internal and adjusted allotments. It also supports the collection and reporting of data so the agency can plan and improve performance. This position is directly responsible for reviewing, creating, monitoring and renewing state-wide goods and services contracts for the agency. The FA4 coordinates with EFSEC staff, Facilities, and other state agencies, ensuring that DES accounting services has all information for maintaining and documenting information related to billings and invoice payments. These services include; manage and maintain program tracking systems and financial documentation for billings, facility regulatory compliance, and the EFSEC contactor oversight program as needed; drafts and prepares policy and procedure documents as needed manages electronic databases and SharePoint Libraries; and assists EFSEC Managers in fulfilling their job responsibilities. Successful performance in these areas contributes to the Organizations mission, which is to provide an effective "one-stop siting and compliance process" for major energy facilities in the State of Washington. Provides support to the EFSEC Managers and Administrative Law Judges as needed to conduct prehearing conferences and EFSEC adjudicative proceedings. This position supervises one full-time employee.
