About The Position

ICF's Disaster Management Division is seeking experienced FEMA Public Assistance program professionals to join their On-Call Reservist team in Florida. This role supports federal disaster recovery programs, helping communities recover and rebuild critical infrastructure. On-Call employees are scheduled for work as it becomes available, with the flexibility to accept or decline assignments. This position involves travel to disaster field locations, client sites, and operation locations for multi-week assignments, potentially including evenings and weekends in rapidly changing operational environments.

Requirements

  • 2+ years of hands-on experience working FEMA Public Assistance or comparable state or local disaster recovery programs.
  • 2+ years of experience assisting federal, state, tribal, territorial, local government partners, or other public-sector entities with disaster recovery, disaster response, emergency management, or disaster preparedness.
  • Must be willing and able to travel, both flight and vehicle, with short notice; inclusive of deployment nationally, hours including evenings and weekends in rapidly changing operational environments.
  • Must have a valid U.S. driver’s license and successfully pass a Motor Vehicle Records (MVR) check.
  • Excellent time management and prioritization skills, with the ability to balance multiple concurrent projects and short-turn deliverables.
  • Proactive, collaborative, team-oriented approach; seeks input early and communicates risks/issues quickly.
  • Strong analytical, problem-solving, and decision-making capabilities.
  • Proven track record of supporting a team and accomplishing successful business results.

Nice To Haves

  • Demonstrated experience supporting Florida Emergency Management (FDEM) disaster recovery programs, including knowledge of the Florida Recovery Obligation Calculation (F-ROC) initiative and Disaster Readiness Assessment (DRA) process.
  • Familiarity with FDEM standardized documentation requirements, disaster readiness assessments, procurement and contract compliance reviews, insurance documentation, and audit-ready recordkeeping.
  • Ability to evaluate organizational preparedness and identify documentation, procurement, policy, training, and compliance gaps that could impact disaster recovery funding and reimbursement timelines.
  • Experience developing and delivering training, technical assistance, workshops, or readiness assessments related to emergency management, FEMA Public Assistance, disaster grants management, or recovery operations.
  • Working knowledge of Florida local government operations, emergency management practices, and disaster recovery stakeholder coordination.
  • Bachelor's degree.
  • FEMA certifications or relevant FEMA coursework.
  • Experience interpreting and applying FEMA Public Assistance policy, guidance, and regulations.
  • Experience supporting disaster recovery operations involving complex programmatic or stakeholder considerations.
  • Experience in grants management, infrastructure recovery, construction, public works, engineering, architecture, environmental services, or related disciplines.

Responsibilities

  • Support FEMA Public Assistance program delivery and disaster recovery operations.
  • Develop, review, and analyze FEMA Project Worksheets and supporting documentation.
  • Provide guidance on FEMA policies, regulations, and program requirements.
  • Partner with federal, state, tribal, territorial, and local stakeholders throughout the recovery process.
  • Resolve project and program issues while maintaining quality, compliance, and customer service standards.
  • Maintain accurate project documentation, reporting, and records.
  • Support recovery initiatives that help communities restore critical infrastructure and public services.
