The Kentucky Department for Public Health seeks a dedicated Federal Program Specialist to oversee grant and continuous quality improvement activities for the Health Access Nurturing Development Services (HANDS) Program within the Division of Maternal and Child Child Health. This vital home visitation program supports families from pregnancy through a child's first two years, promoting healthy child development and family well-being. This is a federally funded time-limited (FFTL) position, meaning it is paid entirely as a result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification and is designated as an unclassified (non-merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position. The agency may authorize the selected applicant to telecommute on a hybrid schedule, but may terminate or modify this arrangement at any time.
