Federal Program Specialist (FFTL)
About The Position
The Kentucky Department for Public Health seeks a dedicated Federal Program Specialist to oversee grant and continuous quality improvement activities for the Health Access Nurturing Development Services (HANDS) Program within the Division of Maternal and Child Child Health. This vital home visitation program supports families from pregnancy through a child's first two years, promoting healthy child development and family well-being. This is a federally funded time-limited (FFTL) position, meaning it is paid entirely as a result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification and is designated as an unclassified (non-merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position. The agency may authorize the selected applicant to telecommute on a hybrid schedule, but may terminate or modify this arrangement at any time.
Requirements
- Graduate of a college or university with a bachelor's degree.
- Four years of professional experience in budget administration, grant administration, financial analysis and/or forecasting, statistical analysis, financial auditing, or a related field.
- Two years of the required experience must include the preparation, research and planning, budgeting, or administration of state or federal grants-in-aids.
- A master's degree will substitute for one year of required experience.
- Additional grant-in-aid related experience will substitute for the required education on a year-for-year basis.

Responsibilities
- Provides leadership and oversight for federally funded programs, including grant development, budget management, compliance monitoring, and implementation of program deliverables.
- Serves as the primary liaison among federal, state, and local partners, providing technical assistance, policy guidance, and operational support.
- Oversees reporting, fiscal accountability, and the development of procedures and documentation to ensure program effectiveness and compliance.
- Leads continuous quality improvement through data analysis, performance monitoring, technical assistance, and strategic planning to strengthen program effectiveness, support federal compliance, and implement MIECHV requirements.
- Partners with Local Implementing Agencies to monitor performance, identify improvement opportunities, and support high-quality service delivery.
- Collaborates with program leadership to support statewide quality assurance, evaluation, and continuous improvement efforts through data analysis, performance monitoring, and strategic planning.
- Provides recommendations and operational support to enhance program effectiveness, ensure consistency, and drive data-informed decision-making.
- Leads innovative program development and evaluation efforts through strategic planning, stakeholder collaboration, data-informed decision-making, and continuous improvement initiatives that enhance program effectiveness and sustainability.
