About The Position

MDW Associates is seeking a highly qualified Federal Grants Management Specialist/Financial Analyst to support the budget and financial operations of a U.S. Department of Transportation client in the Washington, DC Metropolitan area. The successful candidate will help ensure the responsible stewardship of federal transportation grant funding by monitoring, analyzing, and reconciling financial activity across a portfolio of more than 300 active grant awards. This position combines federal grants management with budget execution and financial analysis. The analyst will track grant obligation and outlay plans, reconcile grant activity, identify financial and compliance issues, and prepare reliable information for program managers and senior financial leadership. The ideal candidate is analytical, detail-oriented, comfortable working with large financial datasets, and experienced in applying federal financial-assistance requirements. This position is remote.

Requirements

Experience supporting federal grants, cooperative agreements, financial-assistance programs, federal budget execution, or government financial management.
Demonstrated experience tracking obligations, expenditures, disbursements, or outlays and reconciling financial activity.
Working knowledge of the federal financial-assistance lifecycle and the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards under 2 CFR Part 200.
Experience reviewing financial or program information for compliance with laws, regulations, policies, award terms, and internal-control requirements.
Ability to analyze large volumes of financial data, identify discrepancies and trends, and develop supportable conclusions and recommendations.
Proficiency with Microsoft Excel, including formulas, pivot tables, lookups, data validation, and analysis of large datasets.
Ability to manage multiple awards, funding sources, deadlines, and competing priorities in a fast-paced environment.
Strong written and oral communication skills, including the ability to explain financial matters to program personnel and senior decision-makers.
Ability to work independently while coordinating effectively with government personnel, grant recipients, and contractor team members.
Ability to obtain and maintain the federal background investigation or suitability determination required for the position.

Experience managing or analyzing a large portfolio of active federal grant awards.
Experience with transportation, infrastructure, port, shipyard, or maritime grant programs.
Experience using DOT Delphi or another Oracle-based federal financial-management system.
Experience with GrantSolutions, PRISM, or comparable federal grants-management systems.
Experience developing financial dashboards or automated reporting products using Power BI, SharePoint, Microsoft Lists, or similar tools.
Experience with audit readiness, grant closeout, internal controls, recipient risk assessment, or corrective-action monitoring.
Familiarity with federal financial reporting, including SF-425 Federal Financial Reports and reimbursement or payment requests.
Certified Grants Management Specialist, Certified Government Financial Manager, Project Management Professional, CPA, or related certification.

Responsibilities

Track grant obligation and outlay plans at the award, program, appropriation, and fiscal-year levels.
Compare planned and actual obligations and outlays, analyze variances, identify execution risks, and recommend corrective actions.
Reconcile grant-related commitments, obligations, disbursements, expenditures, deobligations, recoveries, and available balances between financial, grants-management, and program records.
Maintain accurate, current, and audit-ready financial tracking information for more than 300 active grant awards.
Review grant financial data, recipient reports, supporting documentation, and reimbursement or disbursement activity for accuracy, completeness, and compliance.
Assess costs for allowability, allocability, and reasonableness in accordance with 2 CFR Part 200, applicable award terms, and Department of Transportation policies and procedures.
Research discrepancies and coordinate with budget, accounting, grants-management, and program personnel to resolve financial issues.
Monitor funding availability, period-of-performance dates, award modifications, open obligations, inactive balances, and grant closeout activity.
Develop obligation, outlay, expenditure, burn-rate, and portfolio-level trend analyses.
Prepare recurring and ad hoc financial reports, briefing materials, dashboards, charts, and management summaries for senior leadership.
Support internal-control reviews, audit inquiries, year-end financial activities, corrective-action tracking, and grant closeout.
Provide technical assistance and guidance to program personnel and other stakeholders regarding grant financial-management requirements.
Identify opportunities to improve grant tracking, reconciliation, reporting, and business processes.
Exercise appropriate judgment and discretion when handling sensitive financial, programmatic, recipient, and award information.
