The Federal Contract Specialist is responsible for managing the full lifecycle of federal contracts and ensuring compliance with all applicable federal acquisition regulations. This position provides expertise in the interpretation and application of the Federal Acquisition Regulation (FAR), agency supplements, and government contracting requirements while supporting proposal development, contract administration, negotiations, and regulatory compliance.

Requirements

  • Bachelor's degree in Business Administration, Finance, Public Administration, Contract Management, or a related field, with a minimum of three years of experience in federal contract administration
  • Demonstrated experience administering federal contracts in compliance with the Federal Acquisition Regulation (FAR).
  • Experience working with one or more FAR supplements, including the Defense Federal Acquisition Regulation Supplement (DFARS), General Services Administration Acquisition Manual (GSAM), Veterans Affairs Acquisition Regulation (VAAR), or NASA FAR Supplement (NFS)
  • Experience managing a variety of federal contract types, including cost-reimbursement, fixed-price, Indefinite Delivery/Indefinite Quantity (IDIQ), Blanket Purchase Agreements (BPAs), General Services Administration (GSA) Schedules, and task order contracts
  • Experience supporting federal government agencies or government contractors.
  • Strong working knowledge of the Federal Acquisition Regulation (FAR) and related federal procurement requirements
  • Working knowledge of: Cost Accounting Standards (CAS), Truthful Cost or Pricing Data (formerly TINA), Procurement Integrity Act, Small Business subcontracting requirements, Federal contract closeout procedures
  • Experience using contract management and enterprise resource planning (ERP) systems such as Deltek Costpoint, Unanet, SAP, Oracle, or similar platforms
  • Proficiency with Microsoft Office Suite, including advanced skills in Microsoft Excel and Microsoft Word.
  • Ability to interpret complex legal documents, government instructions and regulations to apply concepts to real world situations
  • Excellent negotiation, analytical, and problem-solving skills
  • Strong written and verbal communication skills
  • Ability to effectively communicate orally or in writing within and outside the organization
  • Ability to handle multiple assignments simultaneously and manage time effectively
  • Detail oriented

  • Professional certifications are preferred, including: Certified Federal Contracts Manager (CFCM), Certified Professional Contracts Manager (CPCM), Certified Commercial Contracts Manager (CCCM)

Responsibilities

  • Administers federal contracts from proposal through contract closeout
  • Interprets and applies the Federal Acquisition Regulation (FAR), agency supplements (e.g., DFARS, GSAM, VAAR, or other agency-specific regulations), and applicable federal laws
  • Reviews solicitations, Requests for Proposals (RFPs), Requests for Quotes (RFQs), and Requests for Information (RFIs)
  • Prepares and negotiates contracts, subcontracts, modifications, task orders, and Request for Equitable Adjustments (REAs)
  • Analyzes contract terms and conditions to identify risks and ensure compliance
  • Advises management on contractual obligations, rights, and responsibilities
  • Coordinates with program managers, finance, legal, procurement, and business development teams
  • Ensures compliance with federal regulations regarding procurement, reporting, ethics, cybersecurity, and small business requirements
  • Monitors contract performance, deliverables, funding, and periods of performance
  • Manages contract modifications, option exercises, extensions, and closeout activities
  • Maintains accurate contract files and documentation for audits and government reviews
  • Supports internal and external audits, including agency Inspector General (IG) and other compliance reviews
  • Assists with proposal pricing and cost volume preparation in accordance with applicable federal regulations
