About The Position

This position is contingent upon the identification of a candidate whose expertise meets our strategic needs, at which point a dedicated, funded opening will be established. We are proactively seeking a standout professional for whom we will finalize a formal role. Kundlas Consulting Group is seeking a Mid-Level Federal Assistance / Grants Management Specialist to support the full federal financial-assistance lifecycle, including pre-award planning, application review, award processing, post-award administration, recipient monitoring, compliance review, amendments, reporting, and closeout. This position will assist program officials, grants officers, recipients, applicants, and internal teams with managing grants and cooperative agreements in accordance with applicable federal regulations, agency policies, award terms, and program requirements. The ideal candidate will have strong knowledge of federal grants management, 2 CFR Part 200, recipient monitoring, cost allowability, risk assessment, financial reporting, and grants-management systems.

Requirements

  • Bachelor’s degree in public administration, business administration, finance, accounting, grants management, nonprofit management, contract management, or a related field preferred; relevant experience may be considered in lieu of degree.
  • Three to six years of experience supporting federal financial assistance, grants management, cooperative agreements, program administration, compliance monitoring, financial analysis, or related government support functions.
  • Working knowledge of the federal grants lifecycle, including pre-award, award, post-award administration, monitoring, amendments, reporting, and closeout.
  • Familiarity with Uniform Guidance under 2 CFR Part 200, including cost principles, administrative requirements, audit requirements, recipient responsibilities, and federal award compliance.
  • Experience reviewing applications, budgets, supporting documentation, recipient reports, award files, amendments, and closeout packages.
  • Ability to perform cost and budget reviews to evaluate whether proposed costs are reasonable, allocable, allowable, supported, and consistent with award requirements.
  • Experience supporting recipient risk assessments, compliance reviews, corrective actions, and award monitoring activities.
  • Strong written and verbal communication skills with the ability to coordinate with program officials, applicants, recipients, grants personnel, and government stakeholders.
  • Ability to manage multiple award actions, deadlines, reporting requirements, funding documents, and compliance tasks.
  • Proficiency with Microsoft Office Suite, including Word, Excel, Outlook, and Teams.
  • U.S. citizenship may be required depending on client or contract requirements.
  • Ability to pass background checks, suitability requirements, or security clearance requirements, as required by the client or contract.

Nice To Haves

  • Prior experience supporting federal grants, cooperative agreements, financial-assistance programs, disaster recovery grants, infrastructure grants, environmental grants, or public-sector funding programs.
  • Experience using GrantSolutions or comparable grants-management systems to manage, document, track, and report financial-assistance activities.
  • Experience using FBMS or comparable federal financial-management systems to support award funding, financial data, obligations, payments, and reconciliation.
  • Familiarity with 2 CFR Part 1402, the Financial Assistance Interior Regulation, and other agency-specific financial-assistance regulations, policies, or procedures.
  • Experience developing or reviewing Notices of Funding Opportunity, application requirements, evaluation criteria, award terms, program guidance, and supporting documentation.
  • Experience reviewing Single Audit information, recipient-monitoring results, financial reports, performance reports, progress reports, deliverables, and corrective-action documentation.
  • Experience conducting recipient risk assessments and recommending specific conditions, risk-mitigation measures, monitoring strategies, or award controls.
  • Experience identifying questioned costs, unsupported costs, reporting deficiencies, performance issues, noncompliance concerns, and financial risks.
  • Experience preparing award documents, amendments, incremental funding actions, budget revisions, extensions, closeout documentation, and compliance records.
  • Active or previously held security clearance preferred.
  • Ability to obtain and maintain a security clearance, if required.
  • Professional certifications such as CGMS, GPC, CPA, CGFM, PMP, or related grants, financial-management, or project-management credentials are a plus.
  • Experience supporting Department of the Interior, FEMA, DHS, USACE, or other federal agency financial-assistance programs is a plus.

Responsibilities

  • Support the complete financial-assistance lifecycle from planning and pre-award activities through award, post-award administration, monitoring, amendments, and closeout.
  • Assist with developing and reviewing Notices of Funding Opportunity, application requirements, evaluation criteria, award terms, and supporting documentation.
  • Review grant and cooperative-agreement applications for eligibility, completeness, responsiveness, budget accuracy, and compliance with program requirements.
  • Perform cost and budget analysis to determine whether proposed costs are reasonable, allocable, allowable, adequately supported, and consistent with award requirements.
  • Conduct and document recipient risk assessments and develop or recommend appropriate risk-mitigation measures, specific conditions, or award controls.
  • Review applicant and recipient information to validate eligibility and assess potential award and performance risks.
  • Prepare and process award documents, amendments, incremental funding actions, extensions, budget revisions, and other financial-assistance actions.
  • Administer grants and cooperative agreements in accordance with authorizing legislation, award terms, federal regulations, agency policies, and applicable program requirements.
  • Review and analyze recipient financial reports, performance reports, progress reports, deliverables, and supporting award documentation.
  • Monitor recipient performance against approved objectives, milestones, budgets, schedules, and award conditions.
  • Identify potential noncompliance, questioned costs, performance deficiencies, reporting deficiencies, and financial risks and coordinate appropriate corrective actions.
  • Provide technical assistance to program officials, applicants, recipients, and other stakeholders regarding federal financial-assistance requirements.
  • Apply the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards under 2 CFR Part 200, commonly referred to as Uniform Guidance.
  • Apply applicable agency supplements and financial-assistance regulations, including 2 CFR Part 1402 and the Financial Assistance Interior Regulation, when required by the supported program.
  • Support the review of Single Audit information, recipient-monitoring results, and other documentation relevant to award oversight and risk.
  • Maintain complete award files and accurate financial-assistance data supporting auditability, accountability, transparency, internal controls, and federal reporting requirements.
  • Use GrantSolutions and other applicable grants-management systems to manage and document financial-assistance activities.
  • Coordinate award funding and financial data through FBMS or comparable federal financial-management systems.
  • Perform award closeout by reconciling financial and performance requirements, reviewing final reports, addressing remaining funds, and completing required closeout documentation.
  • Participate in grants-management working groups, policy implementation activities, process-improvement initiatives, compliance reviews, and program assessments.
  • Coordinate with program offices, grants officers, financial personnel, recipients, applicants, and government stakeholders to support timely and compliant award administration.
  • Prepare award status updates, monitoring reports, compliance summaries, action-item trackers, and management briefings related to financial-assistance activities.
