About The Position

The Facility Security Officer (FSO) is responsible for implementing, administering, and maintaining the company’s industrial security program, with a primary focus on personnel security clearances (PCLs). This role acts as the primary liaison with the Defense Counterintelligence and Security Agency (DCSA) and ensures that all cleared staff maintain eligibility in compliance with the National Industrial Security Program Operating Manual (NISPOM), SEAD 3, and related federal regulations. The FSO manages the full lifecycle of clearances—from initiation through termination—within DISS/NBIS.

Requirements

  • 3–7+ years of experience in industrial security, with FSO or CPSO experience preferred.
  • Demonstrated experience managing personnel security clearances in DISS/NBIS.
  • FSO certification (e.g., CDSE FSO Program Management for Possessing Facilities) preferred or required within a specified timeframe.
  • Strong knowledge of NISPOM, SEADs (especially SEAD 3), and DCSA processes.
  • Familiarity with clearance lifecycle management and adjudication processes.
  • High attention to detail and strong organizational skills.
  • Excellent written and verbal communication skills.
  • Ability to handle sensitive information with discretion and integrity.
  • Active U.S. security clearance (Secret or Top Secret), with the ability to obtain and maintain required clearance level.
  • Experience supporting classified contracts or working in a cleared defense contractor environment.
  • Familiarity with insider threat programs and incident reporting requirements.
  • Experience supporting DCSA audits and maintaining compliant security programs.

Responsibilities

  • Manage the full lifecycle of personnel security clearances (PCLs), including initiation, submission, tracking, adjudication, and reinvestigations.
  • Maintain accurate clearance records in DISS/NBIS.
  • Submit and track incident reports, status changes, and periodic reinvestigations.
  • Ensure timely onboarding and offboarding of cleared personnel, including debriefings and clearance terminations.
  • Provide guidance to employees on clearance obligations and reporting requirements.
  • Develop, implement, and maintain the company’s industrial security program in accordance with NISPOM and applicable directives.
  • Ensure compliance with SEADs, federal regulations, and contractual security requirements.
  • Prepare for and support DCSA assessments, audits, and inspections.
  • Conduct self-inspections and implement corrective actions.
  • Serve as the primary point of contact with DCSA and other government security officials.
  • Coordinate with internal stakeholders (HR, Legal, Program Management) and communicate security policies, updates, and requirements to staff and leadership.
  • Develop, deliver, and track completion of required security education and training programs.
  • Oversee safeguarding of classified materials and ensure compliance of classified systems and environments with security requirements.
