About The Position

The Facility Security Officer (FSO) is responsible for developing, implementing, and managing all aspects of the organization’s U.S. Government Industrial Security Program under the National Industrial Security Program Operating Manual (NISPOM). This includes leading facility clearance accreditation, personnel clearance processes, classified communications security (COMSEC), insider threat program implementation, and contractor oversight. The FSO will ensure full compliance with federal regulations and contractual obligations while supporting a rapidly growing and dynamic operational environment.

Requirements

  • U.S. Citizenship and active Top Secret security clearance (SCI-eligible).
  • Minimum 8–10 years of experience in U.S. government, defense contractor, or intelligence community security roles.
  • At least 5 years in a dedicated FSO or Assistant FSO role managing a cleared facility.
  • Extensive knowledge of NISPOM, DCSA processes, COMSEC policies, and insider threat frameworks.
  • Experience in submitting and managing FCL and PCL actions via DISS, NISS, and e-QIP.
  • Excellent organizational, documentation, and communication skills.
  • Bachelor's degree in Criminal Justice, National Security, Security Management, or a related field (or equivalent experience).
  • Mission-driven, detail-oriented, and highly organized.
  • Skilled in cross-functional collaboration and vendor coordination.
  • Clear and confident communicator with government and internal stakeholders.
  • Capable of maintaining discretion, integrity, and security discipline under pressure.

Nice To Haves

  • Demonstrated experience with ICD 705, SCIF accreditation, and UL 2050 standards preferred.
  • Familiarity with CMMC, DFARS 252.204-7012, ITAR/EAR, and other applicable regulations preferred.

Responsibilities

  • Serve as the senior responsible official for implementation of the National Industrial Security Program (NISP) across all cleared locations.
  • Oversee and manage the process of becoming and maintaining a cleared facility under the Defense Counterintelligence and Security Agency (DCSA), including facility clearance (FCL) sponsorship and maintenance.
  • Prepare and submit all documentation required for FCL accreditation, including DD Form 254, SF-328, KMP lists, and FOCI mitigation actions.
  • Administer and maintain the Personnel Security Program (PCL), including e-QIP submissions, periodic reinvestigations, incident reporting, and continuous evaluation.
  • Manage JPAS/DISS, NISS, and other relevant systems to ensure accurate status and adjudication tracking.
  • Brief and debrief personnel on security clearances, classified access, and foreign travel as required.
  • Establish and oversee the classified communications program, including secure voice/data, STU/STEs, SIPR/NIPR access, and secure email routing.
  • Ensure compliance with NSA, DoD, and DCSA policies related to the handling and destruction of classified media and communications equipment.
  • Design, implement, and manage the Insider Threat Program (InTP) in coordination with Head of AAR Operations and the People team, per NISPOM Change 2 and related DoD directives.
  • Chair the Insider Threat Working Group and ensure cross-functional integration of counterintelligence, People team, IT, and legal perspectives.
  • Monitor security data and behavioral indicators to identify and mitigate potential insider threats.
  • Oversee physical security design, implementation, and monitoring of permanent and field-deployed facilities designated for classified work.
  • Ensure compliance with UL 2050 standards and ICD 705/SCIF requirements as applicable.
  • Coordinate with architects and construction leads on the buildout of SCIF/SAPF spaces.
  • Implement access control, CCTV, intrusion detection, and response protocols.
  • Act as the primary interface with DCSA for inspections, audits, and vulnerability assessments.
  • Lead preparation for annual security reviews, inspections, and Self-Inspections per NISPOM requirements.
  • Ensure timely submission of required reports including SF-86 issues, foreign contacts, adverse information, and suspicious activity.
  • Maintain strong relationships with DCSA, DoD CAF, FBI, NCIS, and other relevant government stakeholders.
  • FOCI mitigation and management.
  • Develop and implement security education programs including initial briefings, annual refresher training, derivative classifier training, and foreign travel risk awareness.
  • Conduct tabletop exercises, emergency response drills, and insider threat awareness campaigns in coordination with enterprise stakeholders.
  • Maintain secure and auditable records for all facility and personnel clearances, security briefings, incident reports, visit authorizations (VARs), and COMSEC inventories.
  • Establish and enforce document control policies and procedures for classified information and media.
