About The Position

General Matter is seeking a Facility Manager to build and lead the facilities function for an approximately 87-acre industrial site in Paducah, Kentucky. The site is being brought back into service for nuclear-industry process piping and steel fabrication and includes manufacturing buildings and support buildings for offices, storage, utilities, and shop services. Much of its infrastructure must be assessed, restored, and recommissioned before production begins. Reporting to the Site Manager, the Facility Manager will restore legacy building and utility systems, sequence work to prepare buildings for production or occupancy, and establish a facilities team of approximately 15 people. The role will also help determine which services are provided in-house and which are contracted. Decisions about utility capacity and building readiness will directly affect how quickly the site can deliver hardware for new enrichment capacity. The position is onsite in Paducah, Kentucky, and includes travel of up to approximately 25% and responding to after-hours facility emergencies.

Requirements

Evidence of exceptional ability, such as prior projects, a portfolio of work, or completed products.
Strong understanding of engineering fundamentals.
Ability to perform trade studies and make clear recommendations using first principles and engineering fundamentals, including with partial information.
Bachelor's degree in engineering, construction management, facilities management, or a related field, or an equivalent combination of education and experience.
At least 8 years of facilities management experience at industrial or manufacturing sites, including at least 3 years leading facilities teams and contractors.
Hands-on knowledge of industrial electrical distribution, HVAC, compressed air, water/wastewater, and fire protection systems.
Experience restoring, renovating, or recommissioning older industrial buildings or bringing a facility back into service.
Demonstrated ability to manage capital projects and contractors, including scope, bids, budget, schedule, and closeout.
Working knowledge of OSHA, NFPA, and local building and fire-code requirements.
Experience using a computerized maintenance management system (CMMS) for work orders and preventive maintenance.
Must be a U.S. person because the role requires regular access to export-controlled environments, and must be able to obtain and maintain the required site access authorization.
Ability to travel up to approximately 25%, including to company sites, suppliers, and vendors, and to respond to after-hours facility emergencies.
Ability to regularly walk multiple large buildings, roofs, utility spaces, and grounds in all weather, wear required PPE, and climb ladders, with or without reasonable accommodation.
Ability to work extended hours and weekends as necessary.

Facilities experience in a nuclear, defense, chemical, or other highly regulated industrial setting.

Responsibilities

Assess and restore legacy power distribution, water, compressed air, natural gas, HVAC, fire protection, and building-envelope systems across manufacturing and support buildings; develop and execute the infrastructure restoration plan.
Plan and manage facility capital projects and renovations, including the office building build-out; scope work, select and manage contractors, control budgets and schedules, and close out projects.
Sequence work across buildings so each is ready before its production or occupancy date.
Manage utility service, metering, and energy use, and coordinate with providers on capacity for production equipment, welding power, and cranes.
Maintain roads, rail and truck access, laydown and storage yards, drainage, snow removal, and the site perimeter.
Manage custodial services, waste and recycling, pest control, and space services across manufacturing and support buildings.
Keep fire protection, egress, emergency lighting, and pressure systems inspected and compliant; work with EHS on permits, environmental requirements, and emergency response.
Support site readiness for a nuclear quality and safety program (10 CFR Part 70), including controlled facility changes and associated records.
Recruit and develop facilities technicians and utilities, grounds, and custodial staff; recommend which services should be in-house or contracted.
Establish the facilities preventive maintenance and work-order process in the site's maintenance management system, coordinating with Maintenance on shared assets.
Build and manage the facilities operating budget and service contracts, and track KPIs for cost, work-order backlog, and response time.
