About The Position

This position serves as the Facility and Field Services Division Director for the General Services Administration (GSA) Department. The position serves in a senior level position within GSA and is responsible for all civil engineering, exterior facility maintenance and repairs, and interior facility service contracts for large, diverse and complex buildings. Service areas include civil engineering (site improvements, stormwater control measures, flood control, etc.), construction services, landscape maintenance, sign/graphics, janitorial, pest management, building envelope maintenance, and environmental remediation and compliance.

Requirements

  • Bachelor's degree
  • Six years of experience in facility and landscape administration including at least two years of supervisory experience
  • Valid Driver's License and "safe" driving record
  • Equivalent education and experience are accepted
  • Ability to interact and communicate effectively with individuals at all levels of the organization with tact and diplomacy
  • Ability to provide guidance and professional support to staff, offer regular feedback, hold staff accountable, and serve as a mentor
  • Knowledge of the practical application of engineering science and technology, including applying principles, techniques, and procedures to civil and exterior structures and related equipment
  • Advanced critical thinking and project management skills with ability to multi-task and prioritize
  • Excellent problem solving, planning, organizational, prioritization, and decision-making skills

Nice To Haves

  • Master’s Degree in Civil Engineering
  • Seven years of facility management, design, or civil engineering administration experience
  • Seven years of supervisory experience
  • Licensed Civil or Environmental Professional Engineer (PE) in the state of NC

Responsibilities

  • Provide leadership and supervision for activities pertaining to the maintenance and repair of all environmental, flood control and stormwater structures and capital assets
  • Provide administrative and technical supervision, with responsibility for inspecting facilities regularly and overseeing a preventative maintenance program while mitigating safety hazards
  • Work with staff to ensure code compliance is consistently achieved including ADA, environmental and facility condition issues
  • Administer all Division projects, professional services, and service maintenance contracts
  • Work in an intense and dynamic environment and think creatively, develop, and manage operating and capital budgets and respond rapidly to a constant influx of demands
  • Collaborate with County, municipal, state, federal, and private groups and serve on various committees
  • Supervise assigned staff by hiring, retaining, coaching, providing direction for employees, approving timesheets, and conducting performance reviews
  • Develop, train and implement emergency and inclement weather response plans (such as snow and ice removal), and support emergency operations for essential employees.
  • Oversee the clean-up and restoration of county properties after damage due to natural events, civil protests or other unplanned events, and support Emergency Operations Center activation as they occur.
