About The Position

The Facilities Transition Project Manager for the US Army Flight School Next (FSN) program is responsible for end‑to-end planning and execution of a multi-year facilities transition spanning government academic buildings, flightline hangars, and off base leased training assets. This role partners with multidisciplinary teams to deliver mission ready facilities that meet Army requirements, on budget and on schedule. Scope includes executing the Government facilities transition plan for academic buildings, briefing spaces, and flightline hangars; oversight and coordination with the Facilities team on planning and executing facility upgrades at Bell Ozark Blackwell Field; Flight School Next Facilities move in plan; and full lifecycle cost, schedule, and risk across each project. You will partner closely with U.S. Army stakeholders (USAACE, Airfield Operations, Safety), Bell functional leads (Facilities, Legal, Industrial Engineering, Finance), simulator OEM, and local authorities to achieve Initial Operating Capability (IOC) and Full Operating Capability (FOC) milestones with zero mission disruption.

Requirements

  • Bachelor’s degree in Engineering, Business, or a related field. Related degrees with relevant experience will be considered.
  • Minimum of 5 years’ experience in project management.
  • Strong command of project controls ( such as budgeting, estimating, scheduling , risk/change management, earned value or equivalent).
  • Familiarity with design and construction safety standards, compliance, principles, methods, and practices
  • Proven ability to develop, implement, and improve processes with strong problem-solving and decision-making skills
  • Exceptional written and verbal communication skills, including ability to collaborate and influence cross-functional teams and across all organizational levels
  • Proficiency in Microsoft Office Suite

Nice To Haves

  • Additional experience is preferred.
  • Background in aviation facilities (hangars, flightline, ramp ops) and training/academic environments (classrooms, simulators, briefing spaces), preferred.

Responsibilities

  • Lead the execution of the Government transition plan for academic buildings and flightline hangars in coordination with USAACE and Bell program leadership.
  • Develop and maintain a phased transition roadmap (by building/hangar), including deconflicted occupancy, swing‑space, and continuity of operations plans.
  • Support requirements gathering for the planning and execution of upgrades at Bell Ozark, Blackwell Field (hangars, office space, shops, warehouse, classrooms, simulator bays, IT/AV, ramp/airfield support as applicable).
  • Collaborate with internal stakeholders (Facilities, Contracts, Legal) to define requirements, resolve issues, and deliver projects that reflect Bell’s brand and culture.
  • Build and manage baselined budgets and integrated master schedules (IMS) for each facility workstream; track cost/schedule performance.
  • Communicate project status regularly to leadership and cross-functional teams using written, visual, and verbal channels, including updates on timelines, budgets, risks, and opportunities.
  • Develop and improve processes and reporting tools to enhance project efficiency, provide training to team members, and support continuous improvement initiatives.
  • Manage multiple projects simultaneously, balancing competing priorities in a fast-paced environment while fostering collaboration and maintaining stakeholder engagement.
  • Coordinate and execute transportation plans to move Army Student Aviators throughout the Fort Rucker Training Area to established places of duty.
