About The Position

The City of Roanoke's Department of Public Works is seeking skilled Facilities Trades Professionals to join their team. This role involves performing skilled trades work in areas such as plumbing, HVAC, carpentry, welding, and sheet metal. Depending on the assignment, responsibilities can include repairing, maintaining, troubleshooting, and installing commercial plumbing systems, HVAC equipment, and building envelopes. The position may involve leading and participating in crew work for maintenance and construction projects, studying plans and specifications, and developing databases for building information. The role requires adherence to safety procedures, requisitioning parts and materials, and potentially assisting with special events and emergency tasks, including snow removal, which may require working nights, weekends, and holidays. Requirements

  • High school diploma or general education degree (GED).
  • Three to five years of experience and/or training in the trades area assigned or equivalent combination of education and experience.
  • Possession of a valid VA driver's permit.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to communicate effectively orally and in writing.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Ability to deal with problems involving several concrete variables in standardized situations.
  • Minimum of 3-5 years of experience and/or a journeyman-level plumber license (for Mechanical Division).
  • Minimum of 3-5 years of experience and/or a journeyman-level HVAC license (for HVAC Division).
  • 3-5+ years of progressively responsible experience working with complex HVAC systems and equipment — including chillers, boilers, package units, and VAV systems (direct digital, pneumatic, and automated controls) (for HVAC Division).
  • Must be able to climb/work on ladders/lifts to reach high ceilings or walls.
  • May be required to pass CJIS (Criminal Justice Information Systems) background check depending on area of assignment.

Nice To Haves

  • Backflow Certification is preferred (for Mechanical Division).
  • If candidate does not have Backflow Certification, they will be given time to earn Virginia State Backflow Certification.
  • If candidate does not have Master Plumber Certification, they will be given ample time to obtain Virginia State Master Plumber Certification.
  • If candidate does not have Master HVAC Certification, they will be given ample time to obtain Virginia State Master HVAC Certification.

Responsibilities

  • Repair, maintain, troubleshoot, and install commercial plumbing systems, including HVAC piping, rainwater recovery systems, and swimming pool and decorative fountain maintenance.
  • Study plans, drawings, specifications, and work orders to determine job requirements and sequence of repairs or installations.
  • Assist supervisor or foreman with layout sketches, material lists, and time estimates.
  • Operate a backhoe, install and repair light utility piping, fit steel pipe systems, and assist welders or fabricators.
  • Clean, service, repair, and replace roofs, windows, doors, siding, caulking, flashing, and gutters on City of Roanoke buildings.
  • Develop and maintain a database cataloging information on all City-owned roofs, buildings, and structures.
  • Supervise and participate in the work of a crew handling maintenance and construction projects.
  • Perform rough and finish carpentry, including installing and removing frame walls, drywall, ceramic tile, carpet, windows, doors, blinds, and siding.
  • Handle structure demolition, construct or repair office furniture, and pour and finish concrete.
  • Perform technical work maintaining, repairing, replacing, and installing heating, air conditioning, and refrigeration equipment, controls, and distribution systems.
  • Assist Lead HVAC Technician with designing HVAC systems, including new installations and modifications.
  • Train other technicians and staff on preventative maintenance best practices.
  • Climb and work on ladders and lifts to reach high ceilings and walls.
  • Perform work in multiple skilled trades (mechanical/structural/HVAC/welding/sheet metal).
  • Lead and participate in the work of a crew engaged in highly skilled maintenance and construction activities.
  • Discuss job requirements and receive detailed instructions from supervisor or foreman.
  • Inspect work in progress to ensure conformance with instructions.
  • Maintain accurate log sheets and checklists.
  • Assist with special events, snow removal, and other emergency tasks, including some nights, weekends, and holidays.
  • Operate heavy and light equipment during snow removal, special events, and other emergency tasks.
  • Adhere to established safety procedures and sound safety and housekeeping practices.
  • Requisition parts and materials used in the repair of equipment.
  • Inspect equipment for proper safety and ensure truck is equipped with all necessary equipment.
  • Perform at minimum journey-level trades work in one of the following areas: carpentry, HVAC, electrical, plumbing, and/or welding.
  • Train and instruct subordinates (when directed by Supervisor or Foreman).
  • Follow safety rules/procedures; avoid known hazards in the work environment.
  • Review safety procedures before beginning each job with known hazards.
  • Place avoidance of injury or property damage above all other job requirements.
  • May be required to operate out of a bucket truck (training will be provided).
  • May be required to take classes or training to enhance job performance.
  • Assist with on-call on a rotating basis as requested by Manager or Superintendent.
