About The Position

The mission of the Florida Department of Military Affairs (DMA) is to provide management oversight of the Florida National Guard and provide units and personnel ready to support national security objectives; to protect the public safety of citizens and to contribute to the national, state and community programs that add value to the United States of America and to the State of Florida.

Requirements

  • A High School Diploma or equivalent
  • Three (3) years of professional, full-time-equivalent administrative experience.
  • Education may substitute for experience on a year-for-year basis.
  • Knowledge of property management principles and practices.
  • Computer skills (word processing, spreadsheets, databases and internet).
  • Organizational and administrative skills.
  • Skill in quantity take-offs from construction plans.
  • Ability to read construction plans.
  • Ability to prioritize workload.
  • Ability to analyze complex data and reports.
  • Ability to develop written reports.
  • Ability to direct record-keeping activities.
  • Ability to move, transport and/or deliver property.
  • Ability to communicate effectively, both orally and written.
  • Ability to establish and maintain effective working relationships with others.
  • Must be able to obtain a completion of a favorable National Agency Check background investigation clearance.

Responsibilities

  • Develops, monitors and submits an inventory of all real property including real estate, fixed assets and installed property to satisfy the National Guard Bureau and USAF requirements.
  • Account for all alterations and real property installed equipment (RPIE).
  • Monitor all construction in progress for all military construction (milcon) and minor construction projects, and ensure timely and accurate account of progress payments into the ACES-RP Construction In Progress (CIP) account.
  • Conducts physical survey and inventory of real property assets.
  • Updates the engineering section on current facility floor plans and installation boundary map changes and base master plan.
  • Maintains property records, both hardcopy and electronic official files, to include annual certifications, acquisitions, and other transactions.
  • Maintains auditable real property account using the Air Force Automated Civil Engineering System (ACES) program.
  • Post data to documents to increases, decreased, alterations or change in accountability as needed.
  • Audits records for discrepancies and prepares adjustments as required.
  • Prepares and processes Declarations of Excess and/or proposed facility disposal actions or real estate, including land and/or buildings.
  • Screens the excess property with other military services; Federal agencies, etc., to afford transfer opportunities where feasible.
  • Conduct detailed surveys and analyses for building conditions, determination of retention of easement or recapture rights, restoration costs, if leased property, and for recommended method of disposal.
  • Coordinates temporary use rights of Government or private property and the renewal of extensions of leases, licenses, or permits as required.
  • Assures continued uses of land and /or facilities, which are required for government construction or on which government improvements have been placed.
  • Compiles data for monthly, quarterly, semiannual and annual report for higher HQ.
  • Monitors all facility programming documents, work orders, and contracts to ensure all changes affecting real property records are accounted for.
  • Estimates value of real property facility improvements and new construction such as buildings, fences and pavements.
  • Read blueprints and differentiate new construction items from maintenance/repair items.
  • Coordinates the Building Managers Program training content and sessions with facility management section.
  • Acts as the Building Manager liaison to the base.
  • As a non-voting member of the Facilities Utilization Board (FUB), presents and defends all land acquisition proposals, real estate actions, and changes in facility use and disposals.
  • Annually updates Air Force Forms 920 and 123, and prepare and submit quarterly McKinney Act Reports.
  • Conducts surveys of facilities out-granted to tenant organizations or private concerns to determine that conditions and terms under which the out-grant was executed are being complied with and where discrepancies are found, ensures corrective action is taken.
  • Prepares, review and revise Wing Instructions concerning all real property matters.
