Functions as Project Manager for projects funded by Restricted Funds, Tax Levies, and/or Grants that require special regulatory and contract provisions, assigned to the Department of County Facilities. This role manages construction of Capital Improvement (CIP) and Capital Maintenance (CMP) projects with budgets ranging from $50,000 to $20 million. The position involves directing and managing design teams (architects, engineers, construction managers), scheduling projects, preparing resolutions and advertisements, providing daily contract administration and onsite observation of contractors, assisting with bid package development, reviewing and approving professional consultants, and representing the department at various meetings. The role also includes monitoring and controlling expenditures, approving invoices and pay requests, overseeing project operations, protecting owner's interests, resolving differences, and ensuring work complies with approved plans and specifications. Additionally, the position ensures compliance with County and State policies and procedures, prepares contracts for Board approval, assists in CIP budget preparation, and coordinates new and remodel construction projects. The role requires analyzing projects, including financial forecasting and CIP budgeting, and collaborating with management team members on scheduling and supervision of CIP projects. The Facilities Project Manager also maintains project budgets, prepares monthly reports, reviews contracts with legal counsel, reviews existing facilities, ensures mechanical system operations meet requirements, identifies maintenance needs, coordinates equipment replacement, develops preventative maintenance schedules, and reviews mechanical system designs with consultants. The role involves reviewing and researching contract documents for restoration and modification projects, approving or declining work, directing project teams, chairing meetings, planning projects with in-house and outside contractors, scheduling and prioritizing work, and ensuring cost-effective, efficient, and quality work. The position requires maintaining professional development, complying with Ohio Revised Code 4115 and the Davis Bacon Act, and acting as Prevailing Wage Coordinator. The role involves maintaining project status records, informing senior management of project and contract status, preparing reports, developing bid packages, and monitoring service contracts. The position may require on-call availability 24/7 for assigned projects and for the entire department one week per month. Demonstrates regular and predictable attendance and completes special projects as required.
