This role functions as a Project Manager for projects funded by Restricted Funds, Tax Levies, and/or Grants that require special regulatory and contract provisions. The position is assigned to the Department of County Facilities and involves managing the construction of Capital Improvement (CIP) and Capital Maintenance (CMP) projects with budgets ranging from $50,000 to $20 million. Responsibilities include directing and managing the design team, scheduling projects, preparing resolutions and advertisements, providing daily contract administration and onsite observation of contractors, assisting with bid package development, reviewing and negotiating professional consultant proposals, and serving as the owner's representative with contractors, architects, and engineers. The role also involves monitoring and controlling expenditures, approving invoices and pay requests, overseeing project operations, protecting the owner's interests, assisting other departments, resolving differences, and ensuring work complies with approved plans and specifications. The position requires adherence to County and State policies and procedures, preparation and submission of contracts for Board approval, and assisting with CIP budget preparation. Additionally, it may involve coordinating new and remodel construction projects, managing project documentation, conferring with various officials regarding projects and space needs, analyzing projects through reports and financial forecasting, and collaborating with the management team on scheduling and supervision of CIP projects.
