About The Position

The City of Anaheim Department of Public Works seeks an experienced, collaborative, and result-oriented Facilities Operations Superintendent to lead the Operations & Maintenance Division’s Facilities Services Section. This section is responsible for the operation, maintenance, repair, inspection, and preservation of City facilities, buildings, building systems, and related infrastructure, as well as associated facility support services. The Superintendent will provide strategic and day-to-day operational leadership; establish priorities and performance expectations; oversee personnel, contracts, budgets, equipment, and resources; and ensure that services are delivered in a safe, timely, cost-effective, and customer-focused manner. Requirements

Five years of responsible maintenance and construction experience related to area of assignment including one year of administrative and/or lead supervisory experience supplemented by completion of the twelfth grade and specialized or college level course work in construction technology, business administration, public administration, or a related field.
An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.
Knowledge of operational characteristics, services, and activities of a maintenance, construction, and repair program; organization and management practices as applied to the evaluation of maintenance operations programs, policies and operation needs; modern and complex principles and practices of municipal maintenance operations; services program development and administration; principles and practices of public works maintenance operations and their application to a wide variety of operational programs; hazardous material containment and disposal principles and practices; specification writing principles and practices; preparation and evaluation of “Requests for Proposal” for services; principles and practices of contract administration; principles of municipal budget preparation and control; principles of supervision, training, and performance evaluation; principles and procedures of record keeping; principles of business letter writing and report preparation; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; pertinent federal, state and local laws, codes, and regulations.
When Assigned to Facility Services: principles and practices of comprehensive facilities operations and maintenance; preventive, predictive, and corrective maintenance programs; energy management, conservation, and sustainability practices; operation, maintenance, and repair of electrical, electronic, mechanical, plumbing, HVAC, and related facility systems; building automation and control systems; methods and practices for maintaining critical building infrastructure and facility support systems; applicable building, safety, environmental, and electrical codes and regulations; asset management, work-order management, maintenance scheduling, and lifecycle maintenance practices; contract administration and vendor oversight; and current technologies, tools, and best practices used in municipal facilities operations and maintenance.
Ability to coordinate and direct maintenance programs; supervise, direct, and coordinate the work of lower level staff; select, supervise, train, and evaluate staff; recommend and implement goals, objectives, policies and procedures for providing maintenance services; understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities; understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations; participate in the preparation and administration of assigned budgets; plan and organize work to meet changing priorities and deadlines; effectively represent the City to outside individuals and agencies to accomplish the goals and objectives of the unit; work cooperatively with other departments, City officials, and outside agencies; respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility; interpret and explain City policies and procedures; prepare clear and concise reports; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.
Possession of an appropriate, valid California driver’s license.
Driving is required for this position.

Responsibilities

Direct, coordinate, and review the work plan for assigned section; assign work activities and projects; monitor work flow; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.
Participate in the selection of assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
Plan for future replacement projects and renovations; serve as the primary liaison between contractors, owner’s representative, and other departments on facility expansion projects; recommend equipment upgrades.
Participate in the development and administration of assigned program budget; forecast funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; recommend adjustments as necessary.
Write and prepare specifications for projects and service contracts; work with Purchasing to procure services, materials, and contracts; schedule and coordinate work with outside service contractors and vendors for routine and emergency maintenance and repairs.
Check facilities for needed maintenance and repairs; inspect work sites before, during and after completion to ensure work is completed in a satisfactory and thorough manner.
Manage the quality of maintenance services by overseeing the electrical, HVAC and plant maintenance functions through assigned staff; ensure compliance with building policies and accepted safety practices.
Evaluate tenant/event coordinator requests with respect to facility capabilities; participate in logistical planning to accommodate unusual or high impact facility needs; monitor construction projects including building maintenance projects; consult with Event Coordination staff and clients to ensure projects do not adversely impact events.
Administer outside contracts and contractors for facility improvements and repairs; supervise special facility projects; coordinate with other City departments, outside contractors and architects as needed.
Manage building systems operations by administering and managing the Work Order System, recycling and waste disposal programs, hazardous materials handling program and preventative maintenance programs.
Ensure a safe work environment through administration of the building fire safety system, fire code compliance, building safety program and safe handling of hazardous materials program.
Participate in the development and implementation of goals, objectives, policies, and priorities for assigned area of responsibility recommend and implement resulting policies and procedures.
Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements.
Review capital improvement plans related to assigned services and provide input regarding future maintenance activities.
Supervise the preparation of time, material and equipment use records; requisition supplies and materials as required to ensure appropriate inventory levels to meet daily and emergency needs.
Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.
Provide staff assistance to higher level management staff; participate on a variety of committees; prepare and present staff reports and other correspondence as appropriate and necessary.
Coordinate assigned maintenance activities with those of other divisions and outside agencies and organizations.
Monitor and analyze municipal facility utility costs to ensure compliance with established energy management system policies and procedures.
Attend and participate in professional group meetings; maintain awareness of new trends and developments in the fields of maintenance and operations related to assigned area; incorporate new developments as appropriate into programs.
As assigned, serve as rotating duty manager for the division.
Perform related duties as required.
