Facilities Construction Senior Manager

Joby Aviation•Marina, CA

About The Position

The Facilities Construction Senior Manager leads Joby's in-house construction services team and manages in-house construction projects from quote through closeout. The role bridges in-house construction delivery and the Facilities Development PMO, directing work prioritization, crew and equipment allocation, build-versus-subcontract decisions, and accountability for budgets and deliverables across concurrent projects. It is a working-manager position that combines direct project management with team leadership and provides construction-phase support and mentorship to PMO project managers at other sites. The role is responsible for construction team leadership and development, resource scheduling, project delivery, budget and delivery accountability, and execution within PMO standards and systems. It also supports construction-phase planning and execution for projects beyond the in-house portfolio as capacity allows, and ensures work meets applicable codes, permit, safety, and internal requirements.

Requirements

  • Demonstrated success in direct people management, including leading skilled-trades crews, superintendents, or construction project staff.
  • Proven ability to prioritize competing portfolio demands, allocate constrained crew and equipment resources, and hold teams accountable to budgets and schedules.
  • Strong project management fundamentals, including scheduling, budgeting, forecasting, change control, and subcontractor management.
  • Proficiency in fully loaded cost analysis and labor cost accounting for build-versus-subcontract decisions.
  • Disciplined data practices using tools such as Smartsheet, MS Project, Procore, or Bluebeam.

Nice To Haves

  • Multi-year resource and capital forecasting experience at the fleet, portfolio, or program level.
  • Professional certifications such as PMP, CCM, CSLB license, or similar.
  • Experience working in fast-growing or highly regulated environments.

Responsibilities

  • Lead, manage, and develop the in-house construction team, including construction project staff, site superintendents, and skilled trades.
  • Schedule work to avoid conflicts and allocate crew members and equipment across concurrent projects based on availability and needs.
  • Make and defend build-versus-buy decisions using fully loaded labor cost accounting, including travel, per diem, and opportunity cost.
  • Establish visibility into crew utilization to inform staffing, backfill, and delivery decisions.
  • Manage in-house construction projects from quote solicitation and vendor vetting through mobilization and closeout.
  • Advise and mentor PMO project managers on constructability, sequencing, means and methods, and cost during construction phases.
  • Provide construction-phase support and coverage for projects at other sites as capacity allows.
  • Directly manage selected projects end-to-end according to portfolio workload.
  • Maintain accountability for budgets, standards, and delivery quality across the in-house construction portfolio.
  • Reconcile every in-house project budget weekly against current invoices, committed costs, and forecasts.
  • Drive deliverables to closure, prioritize open spend, close out completed projects, and coordinate capital transfers with Business & Finance.
  • Partner with construction project finance on invoice tracking, purchase requisition and purchase order hygiene, and funding status in Smartsheet.
  • Execute within PMO standards using Joby's Smartsheet/Control Center backbone as the source of truth.
