Facilities Capital Project Manager
About The Position
Burrow Global is seeking an experienced owner-side Facilities Capital Project Manager to support a portfolio of capital projects involving facilities, laboratories, HVAC systems, utilities, and related infrastructure. The Project Manager will be integrated into the project team, work under the direction of the Engineering Manager, and coordinate with site stakeholders, engineering firms, contractors, operations, maintenance, EH&S, procurement, and finance. The role leads capital projects from concept through closeout, including scope development, business justification, capital appropriation requests (CARs), planning, engineering oversight, execution, commissioning, and turnover. The position is accountable for delivering projects safely, on schedule, within budget, and in alignment with business objectives. The successful candidate will typically manage approximately 10 capital projects annually, including facility improvements, laboratory modifications, and HVAC, utility, and infrastructure upgrades.
Requirements
- Bachelor's degree in Engineering, Construction Management, or a related technical discipline.
- 7+ years of capital project management experience.
- Experience managing facilities, laboratory, HVAC, utilities, or infrastructure projects.
- Demonstrated experience leading projects from initiation through startup and closeout.
- Strong knowledge of project planning, budgeting, scheduling, and risk management.
- Experience managing engineering consultants, contractors, and multidisciplinary project teams.
- Strong communication, leadership, and stakeholder management skills.
Nice To Haves
- Familiarity with capital authorization and project funding processes.
- PMP certification or equivalent project management credentials.
- Working knowledge of facility mechanical, electrical, and building systems.
- Experience with owner-side project management organizations.
- MS Project or Primavera P6 experience.
Responsibilities
- Lead project development from concept through authorization.
- Define project scope, objectives, technical requirements, and execution strategies.
- Develop cost estimates, schedules, risk assessments, and project execution plans.
- Prepare and support Capital Appropriation Requests (CARs) and associated business cases.
- Coordinate feasibility studies, front-end engineering, and design development activities.
- Manage capital projects through detailed engineering, procurement, construction, commissioning, and closeout.
- Coordinate activities among engineering consultants, contractors, vendors, and internal stakeholders.
- Monitor project performance against scope, budget, schedule, and quality objectives.
- Identify project risks and implement mitigation plans.
- Facilitate project meetings and provide regular status updates to leadership and stakeholders.
- Oversee engineering and construction activities to ensure conformance with project requirements.
- Review design deliverables, contractor proposals, schedules, and change requests.
- Manage contractor performance, field execution, and project documentation.
- Support construction planning, equipment installation, system startups, and commissioning activities.
- Maintain project schedules, budgets, forecasts, and performance metrics.
- Manage project financials, including commitments, expenditures, forecasting, and cost reporting.
- Track and manage changes to scope, schedule, and budget.
- Provide clear and concise project status reports to management.
- Promote a strong safety culture and ensure projects are executed safely.
- Ensure compliance with applicable codes, standards, environmental requirements, and company procedures.
- Participate in safety reviews, contractor safety management, and project risk assessments.
