About The Position

The Export Trade and Compliance Officer is responsible for ensuring all company activities comply with applicable laws, regulations, and company policies. This role is critical for managing export control compliance programs, maintaining ITAR registration requirements, and ensuring adherence to all applicable U.S. export control regulations. Serves as the primary subject matter expert on trade regulations and works closely with engineering, sales, quality, and operations teams to support compliant business growth.

Requirements

  • Bachelor's degree or equivalent experience in International Business, Supply Chain Management, Legal Studies, Engineering, or related field
  • Minimum 5-7 years of experience in export compliance, preferably in aerospace, defense, or advanced manufacturing

Responsibilities

  • Maintain and manage the company's ITAR registration and ensure ongoing compliance with International Traffic in Arms Regulations
  • Oversee Export Administration Regulations (EAR) compliance for dual-use items and technical data
  • Conduct technical data reviews and determine jurisdiction (ITAR vs. EAR) for composite components, technical drawings, and manufacturing processes
  • Manage Technology Control Plans (TCPs) and ensure proper handling of defense articles and technical data
  • Coordinate with Defense Security Service (DSS) and other regulatory agencies during audits and compliance reviews
  • Monitor and implement NIST SP 800-171 and DFARS cybersecurity requirements related to Controlled Unclassified Information (CUI)
  • Perform export control classification for advanced composite components used in aerospace, defense, space, and satellite applications
  • Maintain accurate commodity jurisdiction determinations and USML/CCL classifications for composite structures, assemblies, and related technical data
  • Conduct denied party screening and restricted party list checks (OFAC, BIS, AECA) for all customers, suppliers, vendors, and business partners
  • Review and approve export licenses, license exemptions, and license exception determinations
  • Manage export authorization requirements for international shipments and foreign national access to technical data
  • Conduct periodic internal audits and risk assessments of trade compliance across all business units
  • Review customer orders, purchase orders, and engineering projects for export control implications
  • Assess risks associated with composite manufacturing for military, defense, unmanned applications, and space programs
  • Develop and implement corrective action plans for any compliance deficiencies
  • Monitor legislative and regulatory changes affecting the aerospace and defense manufacturing sectors
  • Maintain compliance with AS9100D quality management requirements as they relate to export control
  • Develop and deliver comprehensive trade compliance training programs tailored to engineering, production, quality, sales, and management personnel
  • Provide specialized training on ITAR, EAR, foreign national access controls, and deemed export requirements
  • Create reference materials, job aids, and compliance procedures specific to composite manufacturing operations
  • Maintain accurate records of export authorizations, licenses, classifications, and compliance determinations
  • Prepare and submit required regulatory filings including DSP-5, DSP-73, and other licensing applications
  • Coordinate with Supply Chain and Logistics teams to ensure proper export documentation
  • Work closely with Engineering, Quality, Sales, Program Management, and Production teams on compliance matters
  • Serve as liaison with customs brokers, freight forwarders, and international shipping providers
  • Coordinate with Legal and IT departments on cybersecurity compliance related to CUI and FCI
  • Support Business Development in assessing compliance requirements for new customer opportunities
