About The Position

The Exercise Intelligence Cell (EIC) Deputy reports to the MSTP Project Manager and receives work direction derivatives from the EIC Lead and the Adversary Force (ADFOR) Section Head. This role involves assisting in the planning and execution of Exercise Intelligence Cell operations, supporting scenario development, operating and supervising intelligence models/simulations, and analyzing training audience intelligence collection and dissemination plans. The position also requires developing manning and IT requirements for intelligence cells, coordinating intelligence injects, reviewing intelligence products, training personnel, and contributing to military doctrine.

Requirements

  • Bachelor's degree is required (operations research, computer science, management, military science, or equivalent area desired).
  • Minimum three years of experience in military training and education.
  • Appropriate level of Professional Military Education (PME), such as Intermediate Level School is required.
  • Demonstrated staff level experience with JOPP/MCPP at the Division, Wing, or MLG level, including deployment and employment of ground, aviation, supporting arms, and combat service support units.
  • Minimum six years of operational intelligence experience, with at least three years in a MAGTF or major subordinate command desired.
  • Minimum three years of applied knowledge of military doctrine, tactics, operational level command relationships, and experience in DoD modeling and simulation.
  • Strong communication and presentation skills. Able to read, write, and communicate effectively in English.
  • Able to design and write clear communications and present training programs.
  • Excellent organizational, planning, problem-solving, prioritization, and interpersonal skills.
  • Excellent computer skills required. Proficient in the entire suite of MS Office and able to quickly learn additional systems.
  • A Secret security clearance is required for this position.
  • This position also requires a completed Personnel Security Investigation that will qualify the incumbent to be eligible for access to at least the TS-SCI level, and the individual must be read-in for NATO level access.

  • Attendance at MAGTF Intel Officer’s Course, or equivalent, is desired.
  • Direct participation in real world operations is desired.
  • Familiarity with SharePoint and C2PC is desired.

Responsibilities

  • Assist the EIC Lead in planning and executing Exercise Intelligence Cell operations, including logistical support and 24-hour continuity requirements.
  • Support scenario development by contributing to exercise products, attending all events, and developing intelligence related Exercise Agreement enclosures.
  • Operate and supervise intelligence models/simulations, assess platform capabilities, and recommend solutions to replicate Training Audience and Joint ISR collection plans.
  • Analyze Training Audience intelligence collection and dissemination plans, identify issues, and provide functional area analysis during events, models, and simulations.
  • Develop EIC and SCIF-based manning, workspace, IT, personnel, capability augmentation requirements, and standardized inject delivery procedures and supporting architecture.
  • Coordinate with Training Audience planners, Storyline/MESL teams, EXCON, ADFOR, and functional controllers to develop, synchronize, script, and deliver intelligence injects.
  • Review Training Audience intelligence products, provide updates to Observer Trainers/Controllers and deliver in-progress and after-action intelligence feedback.
  • Train EIC augments and Subordinate Unit Response Cell intelligence personnel on exercise design, scenario orientation, intelligence assets, CONOPS, storylines, and EIC procedures.
  • Supervise the development and delivery of intelligence injects derived from Training Audience activities and national, theater, service, coalition, and other nonorganic entities.
  • Coordinate selected scripted Intelligence Injects with EXCON, ADFOR, and functional area exercise controllers prior to delivery to the Training Audience.
  • Contribute to Marine Corps and joint doctrine, TTPs, and best-practice publications.
