About The Position

The Exercise Intelligence Cell (EIC) Lead reports to the MSTP Project Manager and receives work direction derivatives from the Adversary Force (ADFOR) Section Head. This role involves planning, directing, and executing Exercise Intelligence Cell (EIC) operations, including the coordination of logistical, technical, and security requirements. The Lead will review and analyze Training Audience intelligence products, participate in MSTP Joint Event Life Cycle activities, and collaborate with various teams to integrate intelligence capabilities into exercise scenarios. A key responsibility is overseeing the development of intelligence reports and injects, as well as developing manning, workspace, IT, and procedural requirements for EIC and SCIF-based operations. The Lead will also train EIC personnel, provide feedback to Observer Trainers/Controllers, and contribute to doctrine development.

Requirements

  • Bachelor's degree is required (operations research, computer science, management, military science, or equivalent area desired).
  • Minimum three years of experience in military training and education.
  • Appropriate level of Professional Military Education (PME), such as Intermediate Level School is required.
  • Demonstrated staff level experience with JOPP/MCPP at the Division, Wing, or MLG level, including deployment and employment of ground, aviation, supporting arms, and combat service support units.
  • Minimum six years of operational intelligence experience, with at least three years in a MAGTF or major subordinate command desired.
  • Minimum three years of applied knowledge of military doctrine, tactics, operational level command relationships, and experience in DoD modeling and simulation.
  • Strong communication and presentation skills. Able to read, write, and communicate effectively in English.
  • Able to design and write clear communications and present training programs.
  • Excellent organizational, planning, problem-solving, prioritization, and interpersonal skills.
  • Excellent computer skills required. Proficient in the entire suite of MS Office and able to quickly learn additional systems.
  • A Secret security clearance is required for this position.
  • This position also requires a completed Personnel Security Investigation that will qualify the incumbent to be eligible for access to at least the TS-SCI level, and the individual must be read-in for NATO level access.
  • Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver’s license, current automobile insurance, and a driving record that is acceptable to the company’s auto insurance provider.

  • Attendance at MAGTF Intel Officer’s Course, or equivalent, is desired.
  • Direct participation in real world operations is desired.

Responsibilities

  • Plan, direct, and execute Exercise Intelligence Cell (EIC) operations, including coordination of logistical, technical, and security requirements.
  • Review and analyze Training Audience intelligence products and participate in all MSTP Joint Event Life Cycle activities.
  • Collaborate with IO, Cyber, CMO, intelligence planners, MESL teams, higher headquarters, EXCON, and functional controllers to integrate intelligence and information related capabilities into exercise scenarios and to synchronize scripted injects.
  • Oversee development of intelligence reports and injects in accordance with multinational, joint, and service doctrine, including inputs from national, theater, coalition, and other external entities.
  • Develop EIC and SCIF-based manning, workspace, IT, personnel, capability augmentation requirements, and standardized inject delivery procedures and supporting architecture.
  • Coordinate with Simulation Control, Information Management, and SSO/SIO to meet operational, technical, and classification requirements, including screening or sanitizing TS/SCI material for exercise use.
  • Train EIC augments and Subordinate Unit Response Cell intelligence personnel on exercise design, scenarios, intelligence assets, CONOPS, storylines, and EIC procedures.
  • Provide updates, in progress reviews, and after action intelligence feedback to Observer Trainers/Controllers, including assessments of ISR/simulation intelligence collection capabilities.
  • Contribute to Marine Corps and joint doctrine, TTPs, and best-practice publications.
