About The Position

As one of the region's leading public housing authorities and a proud Moving to Work (MTW) agency, INLIVIAN has a history of serving their community with innovation, integrity, and compassion. They are currently seeking an experienced housing leader to guide the program at the center of that mission. INLIVIAN is looking for an Executive Vice President of Housing Choice Voucher to lead the day-to-day operations of their Housing Choice Voucher Program (HCVP). INLIVIAN has a Housing Choice Voucher (HCV) Program of nearly 8,600 vouchers. Of those, 4,200 are HCVs and the remaining 4,400 vouchers are comprised of other types, such as project-based vouchers (PBVs and RAD-PBVs), Choice Mobility, Veterans Affairs Supportive Housing (VASH) vouchers, Mainstream based and emergency housing vouchers (EHVs). This is a rare opportunity to shape a program that puts safe, affordable housing within reach for thousands of families, while leveraging INLIVIAN's MTW flexibility to implement bold, effective solutions.

Requirements

  • A bachelor's degree in Business, Public Administration, or a related field
  • Seven (7) years of increasingly responsible experience in HCVP administration, property management, and/or affordable housing (or an equivalent combination of education and experience)
  • At least three (3) years of supervisory experience, with a genuine passion for developing people
  • Deep knowledge of HUD regulations, HCV eligibility and rent calculations, HQS standards, and budget/financial management
  • The ability to communicate clearly and with empathy; including with individuals navigating difficult circumstances, and to lead with tact, sound judgment, and discretion
  • A valid NC or SC driver's license
  • Willingness to obtain required HUD certifications (Rent Calculation, EIV, Fair Housing, HCV Regulatory Management, and others) within 18 months of hire

Responsibilities

  • Plan, direct, and monitor all facets of the HCVP to ensure full compliance with HUD regulations while driving efficiency, innovation, and strong voucher utilization.
  • Supervise and develop a team of program professionals, building a culture where staff are true subject-matter experts and feel supported to do their best work.
  • Oversee budgeting, funding applications, rent reasonableness compliance, utility allowance schedules, and HUD reporting with precision and accountability.
  • Apply advanced working knowledge of HUD regulations, eligibility, continuing occupancy and rent calculation requirements, HQS inspection standards, and EIV to ensure program integrity and timely 50058 submission.
  • Manage the HCV budget and monitors monthly HAP disbursements, with direct responsibility for voucher utilization rates and fiscal reporting to the COO and Board.
  • Serve as a trusted voice with housing providers, government officials, financial institutions, and community partners, and step in to help resolve disputes between owners and participants with fairness and tact.
  • Partner with Client Services Division to connect participants with Family Self-Sufficiency, Destination Homeownership, and other opportunity programs that help families move toward long-term stability.
  • Speak at public presentations, engage with the Board, and be a visible advocate for the agency's work in the community.
