About The Position

The EPCM Project Executive provides executive-level leadership for complex Engineering, Procurement, and Construction Management (EPCM) projects supporting advanced manufacturing, energy infrastructure, and NNSA nuclear-related facilities. This role is responsible for the overall delivery of large-scale capital projects, ensuring alignment with client objectives, regulatory requirements, schedule commitments, and financial performance targets. The EPCM Project Executive leads multidisciplinary teams across engineering, procurement, construction management, and commissioning while serving as the primary interface between NNSA project teams, executive leadership, and client stakeholders. This position requires a proven leader capable of managing large, technically complex DOE 413.B programs while maintaining a strong safety culture, operational discipline, and collaborative project environment.

Requirements

  • Bachelor’s degree in engineering, Construction Management, Architecture, or a related technical field, or equivalent training and professional experience.
  • Minimum 11 years of project management experience supporting large NNSA engineering, procurement, and construction programs.
  • Minimum 5 years of nuclear safety-related project experience supporting DOE, nuclear, or similarly regulated environments.
  • Demonstrated knowledge of DOE O 413.3B related to project planning, execution, and federal project management requirements.
  • Working knowledge of ASME NQA-1 quality assurance standards applicable to nuclear facility design and construction.
  • Experience implementing ANSI/EIA-748 Earned Value Management Systems (EVMS).
  • Familiarity with DOE-STD-1189-2016, Integration of Safety into the Design Process, or similar safety integration frameworks.
  • Strong leadership experience managing multidisciplinary teams across engineering, procurement, construction, and commissioning phases.
  • Proven experience managing project cost controls, forecasting, capital cost estimating, and earned value performance.
  • Strong commitment to maintaining a safety-first culture in both office and field environments.

Nice To Haves

  • Experience supporting large-scale manufacturing or advanced facilities construction projects exceeding $500M in construction value.
  • Prior experience working on DOE, NNSA, or other federal nuclear infrastructure projects.
  • Strong knowledge of design and construction practices, building systems, project delivery methods, and contract management.
  • Experience implementing program-wide solutions across multiple contractors, stakeholders, and technical disciplines.
  • Field construction experience supporting large capital infrastructure programs.

Responsibilities

  • Lead the overall execution of large-scale DOE 413.B EPCM projects, ensuring alignment with client objectives, project scope, schedule, budget, and quality requirements.
  • Provide strategic leadership and oversight for engineering, procurement, construction management, and commissioning activities across complex project portfolios.
  • Develop and manage project scopes, schedules, cost forecasts, budgets, contracts, and performance reports while ensuring disciplined project controls and financial accountability.
  • Serve as the primary leadership interface with clients, stakeholders, and executive leadership, building strong relationships and maintaining clear communication throughout the project lifecycle.
  • Ensure compliance with federal regulatory requirements and nuclear safety standards, including DOE 413. B project management requirements, NQA-1 quality assurance standards, and project governance frameworks.
  • Lead and mentor construction project managers, engineers, and multidisciplinary teams, fostering a culture of collaboration, safety, and operational excellence.
  • Drive risk identification and mitigation strategies while solving complex technical and operational challenges to ensure successful project outcomes.
  • Promote and maintain a strong safety culture across project teams and field environments.
  • Support program-wide coordination across multiple contractors, stakeholders, and third-party partners.
  • Perform additional duties and responsibilities as required to support project delivery and organizational success.
