About The Position

The Executive Director is the key strategic leader of the Jefferson County Public Library (JCPL), performing executive and administrative work directing all operations and activities of JCPL. This role involves planning, organizing, directing, evaluating, and reviewing the Libraries’ resources, services, and programs to support community outcomes and respond to community needs. Key responsibilities include providing vision and leadership for long-range planning, implementing strategic goals, and developing and monitoring the budget. The position requires frequent contact with the Library Board, other County officials, local and State leaders, and other Library Directors regarding library services, funding, and collaborative efforts. Additional duties include collaboration with the Jefferson County Library Foundation, and oversight of marketing and community outreach. Work is performed under the executive direction of the Library Board of Trustees, in accordance with Board policies, and is evaluated annually by the Board. This position directly supervises members of the Senior Management Team (SMT) and provides extended supervision to the entire staff of JCPL.

Responsibilities

  • Directing all operations and activities of JCPL.
  • Planning, organizing, directing, evaluating, and reviewing the Libraries’ resources, services, and programs to support community outcomes and respond to community needs.

  • Developing and managing resources to ensure the financial health of JCPL.
  • Ensuring the fiscal integrity of the library, including planning and operation of the annual budget, direction of budget preparation and administration, and submission of a proposed annual budget and monthly financial statements to the Board.
  • Operating the Library within the approved budget, overseeing contract negotiation and execution, developing capital plans, and maintaining the organization in a positive financial position.
  • Ensuring collaborative work with the Foundation for fundraising and developing other resources necessary to support the library’s mission.
  • Representing JCPL and enhancing the Library’s image by being active and visible in the community and by working closely with other professional, civic, and private organizations.
  • Serving as the face of the Library to key stakeholders, the organization’s constituents, the media, and the general public.
  • Representing JCPL at professional conferences, round tables, and other events, including public meetings; giving speeches and making presentations.
  • Establishing and maintaining relationships with various organizations throughout the state and utilizing those relationships to strategically enhance the Library’s Mission.
  • Attending and chairing various meetings, including Elected Officials and Library Directors.
  • Working with the State Library and State legislature on collaborative efforts to achieve progressive Library legislation and funding for public libraries.
  • Overseeing all marketing and other communications efforts for JCPL.
  • Overseeing and implementing appropriate resources to ensure that the operations of the organization are appropriate.
  • Ensuring effective administration of Library operations.
  • Overseeing the hiring, development, and retention of competent, qualified staff.
  • Having final authority on all personnel matters, including promotion, transfer, and termination of JCPL personnel in accordance with personnel policies, rules, and regulations.
  • Signing all contracts, agreements, and other instruments made and entered into on behalf of the organization.
  • Developing and overseeing the implementation of Library policies and procedures for all functions and for the day-to-day operation of JCPL.
  • Overseeing collection development, facilities, and technology.
  • Evaluating Library programs and services and determining future actions.
