About The Position

Develops and administers a complex facility with several clinical and various functional areas. Recruits, selects and oversees the hiring of qualified personnel. Mandates training requirements and performance standards for all staff members. Clarifies mandates of the Ohio Department of Rehabilitation and Correction to the Facility Governing Board. Evaluates organizational effectiveness on an on-going basis. Involves stakeholders in the planning process. i.e., the FGB, Citizen’s Advisory Board, Adult Probation Department, Ohio Department of Rehabilitation and Correction, neighborhood representatives, facility staff and residents. Coordinates strategic planning with other elements of the criminal justice system and community agencies in a proactive way. Prioritizes service needs based on program mission and budget. Establishes a written code of ethics and organizational values upon which the program operates. Promotes employee wellness. Rewards and recognizes employee performance to encourage staff professional development. Takes disciplinary action and gives recognition whenever necessary to ensure the effectiveness and integrity of the program. Establishes horizontal and vertical communication among employees through regular individual, team and staff meetings and procedures that encourage full staff participation in program development. Implements program’s Affirmative Action/Equal Employment Opportunity policy. Directly supervises immediate subordinates. Indirectly oversees 120 employees. Develops and supports professional standards for the operation of the facility. Implements performance evaluation system to ensure the maintenance of professional standards in the conduct of business in the facility. Oversees the development and maintenance of a management information system that works cooperatively with the systems established by the court and other agencies of the criminal justice system. Conducts site/facility inspections/evaluations on a regular basis. Sets policies and procedures to ensure the safety of employees, residents and the public. Develops and maintains communications with neighbors surrounding the facility. Maintains strict confidentiality with respect to information obtained and processed in the operation of the facility.

Requirements

  • Any combination of training and work experience which indicates possession of the skills, knowledge and abilities listed below
  • A graduate degree from an accredited university in the field of related field of criminal justice, law, public administration, education, behavioral sciences or a related field and a minimum of eight years of supervisory/administrative experience in the field of residential programming, community corrections, counseling, human services, protective services, etc. required.
  • Certification as a Certified Chemical Dependency Counselor or General Counseling
  • Thorough knowledge of administration and management.
  • Knowledge of criminal justice and community corrections systems.
  • Ability to organize and delegate authority and responsibility.
  • Ability to supervise workers and issue clear directives.
  • Knowledge of behavior sciences.
  • Knowledge of fiscal administration.
  • Ability to counsel and interview.
  • Ability to develop and maintain effective working relationships with agencies, supervisors, associates, residents and the general public.
  • Skills in oral and written communication.
  • Knowledge of prison crowding diversion programs and issues.
  • Ability to perform research.
  • Knowledge of computer capabilities/terminology.
  • Knowledge of probation and parole.
  • Ability to remain calm in tense situations.
  • Visual ability to read and prepare reports.
  • Visual ability sufficient to effectively operate office equipment including calculator, copier, facsimile machine and computer.
  • Ability to read and prepare reports with recommendations, correspondence, instructions, policies and procedures.
  • Hearing ability sufficient to hold conversation with other individuals both in person and over a telephone and to hear taped recordings .
  • Speaking ability sufficient to communicate effectively with other individuals in person and over a telephone.
