About The Position

The Ministry of Public Safety and Emergency Services has significant oversight and involvement in public security and emergency services through its various divisions and operations. The department is responsible for the administration of law enforcement, correctional services, emergency response and recovery, policing and police oversight and public safety. The ministry works to ensure the development, availability and access to Restorative Justice, Victim Services, and specialized courts and administers federal firearms legislation and advocates for Alberta’s lawful firearms owners and promotes safety. The Strategy Support and Integrated Initiatives division within the ministry is also a shared service, along with the financial services division, between Justice and the Ministry of Public Safety and Emergency Services (PSES). The Alberta Sheriffs Police Service (ASPS) was created in July 2025, and once operational, will strengthen Alberta’s existing policing model and complement the province’s current police services. The ASPS will help fill law enforcement service gaps and ensure its law enforcement resources are deployed efficiently to meet Alberta’s evolving public safety needs.

  • Sound working knowledge of policing, police oversight, public security, knowledge of Indigenous policing and the criminal justice system.

  • Proven track record of consulting with stakeholders and negotiating agreements on contentious issues.
  • Experience with board governance
  • Ability to manage complex issues
  • Related university degree with a focus on public or business administration or a JD or master of laws
  • Significant experience in policy development for police commissions or boards, including experience with the Police Act and other relevant legislation.

Responsibilities

  • Plays a critical role in the administrative functioning and support to the Independent Agency Police Service Oversight Board and ASPS Corporate Board in carrying out their full mandates related to police oversight, corporation administration, and fiscal management of the ASPS.
  • Ensures that Board members have the information, analysis, and strategic guidance necessary to fulfill their legislated and regulated responsibilities effectively and transparently.
  • Acts as a liaison to the Ministry and Government of Alberta in relation to corporate and administrative requirements.
  • Ensures the Boards align with and meets the requirements of the Alberta Public Agencies Governance Act (APAGA).
  • Supports the Oversight Board's responsibilities by coordinating the preparation of reports, information packages, and evidence required for Board deliberations on policing oversight matters.
  • Ensures appropriate processes are in place for the review, documentation, and tracking of complaints, inquiries, and performance related matters.
  • Provides policy research, analysis, and advice to support the development of policing policies and performance measures.
  • Manages the flow of confidential information between the Board, ASPS leadership, and other relevant stakeholders in accordance with legislation and governance practices.
  • Supports the Board in executing inquiries or reviews by organizing logistics, documentation, legal references, and procedural requirements.
  • Provides strategic and administrative guidance on governance, corporate administration, and procedural frameworks.
  • Drafts or coordinates the development of bylaws, governance documents, procedural rules, and operational standards for Board approval.
  • Oversees the day to day management of the Board office and ensuring seamless administrative operations.
  • Ensures corporate processes, administrative systems, and information flow support the effectiveness and professionalism of the ASPS corporation.
