About The Position

The Executive Deputy Commissioner (EDC) for Programs oversees the development, implementation, and evaluation of agency programs and services across SBS program divisions: Division of Business Services (DBS), Division of Economic and Financial Opportunity (DEFO), Neighborhood Development Division (NDD) and Citywide Workforce Opportunity (CWO). The Executive Deputy Commissioner will report directly to the Commissioner and work closely with SBS’s senior leadership team, including the First Deputy Commissioner and Chief of Staff, on all matters related to agency strategy and programs.

Requirements

  • A baccalaureate degree from an accredited college or university and five years of full-time paid experience acquired within the last fifteen years, of supervisory or administrative experience including handling of business promotion or urban economic problems, at least 2 years of which must have been in a managerial or executive capacity with primary focus on business promotion or urban economic planning; or
  • A satisfactory equivalent combination of education and experience. However, all candidates must have 2 years of managerial or executive experience as described in "1" above.
  • Appropriate graduate study in an accredited college or university may be substituted for the general experience on a year-for-year basis.
  • All candidates must have a four-year high school diploma or its equivalent approved by a State's Department of Education or a recognized accrediting organization.

Responsibilities

  • Day-to-day leadership of three program divisions, ensuring efficient and effective operations that meet relevant citywide, agency, and other standards;
  • Oversee implementation of process improvements, efficiency projects, and analysis of key performance indicators to strengthen program operations and outcomes;
  • Foster an internal culture of increased transparency and collaboration
  • Ensure compliance with all relevant external oversight and internal agency policy and practice requirements across all programs;
  • Align program resources to enhance service delivery and ensure the highest quality of customer service to New Yorkers;
  • Ensure that programs are mobilized to efficiently respond to agency and City Hall priorities;
  • Represent the agency with relevant external partners and work to internally integrate programs across the agency;
  • Provide guidance to the Commissioner and senior leadership on all matters related to program management and strategy.
