About The Position

The Deputy Commissioner of Operations serves as the Office's chief administrative and operational leader, responsible for building and managing the systems, infrastructure, and internal operations necessary to support the Office's mission. Reporting directly to the Commissioner, the Deputy Commissioner oversees strategic planning and project management, budget and fiscal administration, legal, procurement and contracts, human resources and talent management, office administration, and performance management.

  • 8+ years of progressively responsible professional experience in operations, public administration, organizational management, finance, human resources, project management, or related field.

Responsibilities

  • Support the development and implementation of the Office's organizational structure, operational systems, and administrative infrastructure.
  • Partner with the Commissioner and senior leadership to strengthen agency operations, governance, and organizational effectiveness.
  • Coordinate planning efforts related to organizational growth, operational readiness, staffing, budget, and administrative functions.
  • Work closely with the Deputy Mayor's Office and other city partners to support the Office's long-term transition to a standalone city agency.
  • Develop and implement a strategy to ensure efficient office-wide operations and coordinate with the Senior Leadership team to align these processes across the office.
  • Lead the development and implementation of agency-wide operational plans and strategic initiatives.
  • Establish and oversee project management structures to ensure timely execution of agency priorities.
  • Create a process for program teams to plan and manage large-scale initiatives, including project plans, timelines, performance metrics, and implementation strategies.
  • Monitor progress, identify implementation challenges, and recommend policy or operational solutions.
  • Lead, supervise, and develop a diverse team of directors and professional staff across multiple operational functions.
  • Foster a high-performing, collaborative, and accountable work environment that supports employee growth and organizational effectiveness.
  • Provide coaching, mentorship, and performance management to staff while building leadership capacity across the organization.
  • Promote a culture of excellence, innovation, and continuous improvement in support of the Office's mission and values.
  • Supervise the Budget Director and provide strategic oversight of the Office's budget, fiscal management, procurement, and contracting functions.
  • Guide the development and execution of the agency's annual budget and long-term fiscal strategy.
  • Ensure effective stewardship of public resources through oversight of expenditures, contract performance, and financial controls.
  • Lead budget planning and coordination with City Hall, OMB, and other oversight entities.
  • Oversee procurement and contracting processes to support the agency's operational and programmatic priorities.
  • Partner with Mayor’s Office Human Resources Department, and other relevant city agencies, on recruitment, hiring, and staff management.
  • Oversee agency hiring, workforce planning, onboarding, and personnel administration.
  • Develop staffing plans to support agency growth and strategic priorities.
  • Work with the Research Director to ensure that the agency's research, data, and evaluation functions to support evidence-informed decision-making.
  • Ensure the development of performance metrics, reporting systems, and program evaluations.
  • Coordinate with agency counsel and the Law Department on legal matters affecting agency operations and programs.
  • Provide strategic guidance on legal, regulatory, and compliance issues.
