About The Position

The New York City Department of Transportation Division of Traffic Operations is seeking an Assistant Commissioner (A/C) of Parking Operations to provide strategic direction for New York City’s metered parking environment and authorized permit issuance. The A/C will serve as a critical member of the Traffic Operations leadership team, reporting directly to the Deputy Commissioner, and will oversee the operation, maintenance, and program management of approximately 14,000 meters (80,000+ on-street spaces), the ParkNYC mobile app, and 38+ off-street parking facilities, as well as oversight of the issuance of several permit types, including the Parking Permit for People with Disabilities (PPPD). The A/C manages a diverse workforce of 300+ employees, an annual revenue exceeding $250 million, and critical assets including garages, meters, database systems, security-related business products, and a specialized vehicle fleet. The successful candidate will be a visionary leader focused on organizational modernization, possess the independent judgment necessary to navigate complex inter-agency relationships, and demonstrate the technical acumen to modernize one of the largest and most complex municipal parking systems in the world. This includes advancing a data-driven, customer-centric, and digitally enabled parking operation that aligns with broader smart city initiatives and the agency’s overall curb management and mobility goals. Key responsibilities of this role include leading a multi-layered coordination strategy to ensure public safety, revenue integrity, and efficient curb management. The A/C will serve as a liaison with NYPD coordinating enforcement on meter and permit rules and the Department of Finance (DOF) on adjudication and parking violation issuance, while partnering with the Assistant Commissioner for Curb Management on integrated curb management strategies.

Requirements

  • A baccalaureate degree from an accredited college and five years of satisfactory, full-time experience in traffic flow theory; highway capacity analysis; traffic accident analysis; traffic studies; urban transportation planning; geometric design of roadways; planning and design of parking facilities, traffic signs and markings, or traffic signals; citywide traffic surveillance and control; traffic engineering administration; or an acceptable related field.
  • This experience must have included two years in an administrative capacity, managing engineering and technical personnel or a large operations staff.
  • At least two years of the above experience must have been acquired in the United States.
  • OR A two-year master's of science or engineering degree (equivalent to 60 graduate credits) in transportation planning, traffic engineering, or a related area from an accredited college and three years of satisfactory full-time experience as described in "1" above, including two years in an administrative capacity, managing engineering and technical personnel, or a large operations staff.
  • At least two years of the above experience must have been acquired in the United States.

Responsibilities

  • Direct and continuously improve daily operations for all municipal garages, parking fields, and on-street metered spaces, leveraging performance metrics, automation, and process optimization to increase efficiency and service reliability.
  • Lead organizational transformation initiatives, including training staff, integrating new technologies into field and back-office operations, and fostering a culture of innovation, accountability, and continuous improvement.
  • Lead the end-to-end modernization of parking infrastructure and systems, including deployment of smart meters, sensor-based technologies, dynamic pricing models, and cloud-based platforms.
  • Advance enhancements to the ParkNYC ecosystem, expand contactless and mobile payment options, and integrate real-time data to improve availability, enforcement, and user experience.
  • Establish a robust data governance framework and analytics capability to support predictive maintenance, and transparent performance reporting, as well as utilize emerging technologies to enhance operational decision-making.
  • Reimagine the end-to-end parking experience through intuitive digital interfaces, and equitable access to permits and services, ensuring compliance with the Americans with Disabilities Act (ADA) and accessibility standards.
  • Oversee state-of-good-repair initiatives, lifecycle replacement planning, inventory controls, and the strategic deployment of personnel and equipment, incorporating technology to monitor asset health and reduce downtime.
  • Collaborate with city agencies including Department of Citywide Administrative Service (DCAS) and the Office of Management and Budget (OMB), technology vendors, and private-sector partners to pilot innovative curb management solutions, support electrification infrastructure including solar canopies and electric vehicle (EV) charging, and align parking operations with broader transportation and sustainability initiatives.
  • Ensure strict adherence to city, state, and federal regulations, including Payment Card Industry (PCI) compliance and cybersecurity best practices.
  • Strengthen system resilience, data protection protocols, and operational continuity planning.
  • Ensure that appropriate policies are implemented; staff receive annual and specialized training as needed; and stay abreast of best parking practices to guide future parking policy.
  • Direct the development of policies and procedures.
  • Ensure there is a swift and coordinated response as needed from other Units or Divisions.
  • Schedule night and weekend work as needed.
  • Integrate the projects under their purview with Agency initiatives.
  • Recruit and retain a diverse workforce.
  • Perform other high level and managerial duties at the request of the Deputy Commissioner of the Division.
