About The Position

Orion has an immediate opening for an experienced Estimator – Marine & Heavy Civil Construction in Hawaii. Orion is a leading self-performing marine and heavy civil construction contractor delivering complex infrastructure projects for public- and private-sector clients. Our work includes ports and marine terminals, piers and wharves, bridges, marine foundations, pile driving, waterfront structures, coastal infrastructure, and other complex heavy civil construction. This position is accountable for the preparation of estimates, quantity takeoffs, pricing, and the collection and analysis of information required for competitive project proposals. The Estimator works closely with Project Management, Operations, Engineering, subcontractors, suppliers, and other members of the project team to support successful project pursuits from initial bid development through proposal submission and award. Requirements

A minimum of five (5) years of estimating experience in marine construction, heavy civil construction, or a closely related construction industry is required.
Experience estimating self-performing marine and/or heavy civil construction projects is strongly preferred.
Working knowledge of Project Estimating, Marine Construction Materials and Methods, Procurement, Construction Estimating, Scheduling, Project Tracking Software, Cost Control, Project Standards, and Safety & Environmental Compliance.
Experience performing quantity takeoffs and developing labor, equipment, material, subcontractor, and production-based cost estimates.
Ability to read and interpret construction plans, specifications, contracts, geotechnical information, and other technical bid documents.
Strong understanding of construction means and methods, productivity, sequencing, and project cost drivers.
Strong computer and construction estimating software skills.
Ability to communicate and interface effectively with Project Management, Operations, field personnel, subcontractors, suppliers, clients, and employees at all levels of the organization.
Ability to travel to potential project locations as required.
Ability to maintain a current passport for project-related travel when necessary.
The incumbent must be able to perform the essential functions of the position with or without reasonable workplace accommodation.
The individual must be able to wear and properly utilize appropriate personal protective equipment (PPE) when working in or visiting areas where PPE is required. This may include hard hats, safety glasses, respirators, hearing protection, steel-toed footwear, personal flotation devices, and other protective equipment required by the work being performed and the jobsite environment.
The individual must have the ability to identify critical issues, evaluate potential risks and opportunities, and formulate appropriate action plans while working with Project Management, Operations, Estimating, and Company leadership.
The incumbent must possess the ability to remain calm during emergencies and respond appropriately as dictated by the circumstances and as directed by Safety Representatives or other management personnel.
The individual must be capable of evacuating the work area in a timely manner should an emergency situation arise.

Nice To Haves

B.S. in Civil Engineering, Construction Management, or a related discipline is preferred.
Local Hawaii candidates are preferred
Experience with HCSS HeavyBid is strongly preferred.
Strong proficiency with construction estimating software, Microsoft Excel, and related project management systems.

Responsibilities

Works as a key member of the Project Management and Estimating Team to help ensure successful bid development and proposal submissions for marine and heavy civil construction projects.
Reviews plans, specifications, contract documents, geotechnical information, and other bid documents to develop a thorough understanding of project scope and requirements.
Conducts investigations and site visits of potential projects accompanied by the appropriate project sponsor or team members.
Prepares listings of bid items for review by the Project Management and Estimating Team.
Performs detailed quantity takeoffs and surveys to establish the basis for project cost estimates and pricing.
Develops estimates for labor, equipment, materials, subcontractors, production rates, and other direct and indirect project costs.
Contacts material suppliers, subcontractors, and vendors involved in potential projects and solicits competitive quotations for required bid items.
Collects and evaluates quotations and enters applicable quote, quantity, and survey information into the Company's estimating and project management systems.
Organizes estimates, quotations, notes, plans, specifications, and other pertinent information for final pre-bid review.
Participates in and supports final bid reviews, including discussions regarding individual bid items, pricing, production assumptions, risks, and opportunities.
Assists in reviewing and analyzing bid documents for issues relating to project risk, cost, constructability, schedule, contract requirements, and Company capabilities.
Prepares bid documents and supporting information in the appropriate worksheet and proposal formats.
Assists in developing construction means and methods, sequencing, labor requirements, equipment utilization, and anticipated productivity.
Develops and reviews man-hour requirements and unit production assumptions for various project scopes.
Works with Operations and Project Management personnel to ensure estimates reflect realistic self-perform construction means, methods, production rates, and field conditions.
Maintains and updates vendor and subcontractor information for construction materials, equipment, services, and subcontracted scopes.
Coordinates with subcontractors, suppliers, and vendors to ensure quotations are received prior to final bid review and comply with bid documents, plans, specifications, and scope requirements.
Supports handoff of successful estimates to Project Management and Operations teams following project award.
Participates in Safety and Environmental initiatives that contribute to compliance with State and Federal regulations and improve existing Company programs.
