About The Position

Develops, integrates, and implements all aspects of project-related Environmental, Safety, and Health (ES&H), including environmental compliance, medical, industrial hygiene, radiological interface requirements, and nuclear project safety considerations, to support the safe and compliant execution of a complex nuclear project. Ensures that regulatory, contractual, nuclear quality, and project-specific ES&H requirements are properly interpreted and applied through effective planning, procedures, systems, field execution methods, and performance monitoring. Provides technical assistance and supervisory direction to environmental, safety, health, and project personnel supporting engineering, procurement, construction, commissioning, startup, and operational readiness activities. Identifies resources, controls, and implementation strategies needed to deliver ES&H programs that protect workers, the public, and the environment while supporting nuclear project schedule, quality, and compliance objectives.

Requirements

  • Requires a Bachelor’s or Master’s degree (or international equivalent) related to environmental, safety, health or science-related discipline and 13-15 years of relevant experience or 17-19 years of relevant work experience
  • Experience supporting ES&H or environmental compliance on large-scale industrial, energy, infrastructure, DOE, NRC-regulated, or nuclear-related projects.
  • Knowledge of construction execution, commissioning/startup interfaces, permitting, environmental controls, subcontractor oversight, and ES&H management systems.
  • Familiarity with nuclear-related regulatory and compliance frameworks, including DOE, NRC, NEPA, EPA, OSHA, and project-specific nuclear quality or safety programs, as applicable.
  • Strong leadership, communication, and technical judgment, with the ability to translate complex requirements into practical field implementation strategies.
  • Demonstrated commitment to nuclear safety culture, procedural compliance, conservative decision-making, accountability, and protection of workers, the public, and the environment.

Responsibilities

  • Manages environmental services for a large-scale, complex nuclear project, including technical, regulatory, and administrative aspects of environmental compliance and ES&H program execution.
  • Supervises assigned environmental personnel and provides guidance on work activities, technical deliverables, field execution support, and compliance priorities.
  • Provides technical support and training to Management, Business Development, Engineering, Construction, Commissioning and Startup, Operations, Legal, Contracts, Procurement, Quality, and other functions regarding ES&H requirements for nuclear project execution.
  • Ensures environmental and ES&H requirements are integrated into bid proposals, planning documents, design reviews, construction work packages, commissioning plans, schedules, procurement documents, subcontractor requirements, and contract deliverables in alignment with corporate, GBU, project, and nuclear regulatory expectations.
  • Prepares and reviews Environmental Management Plans, project-specific mitigation plans, compliance matrices, training materials, and awareness programs in accordance with Bechtel standards, the ES&H Management System, contract requirements, and applicable regulatory obligations.
  • Uses risk assessment, data analysis, field observations, corrective action tracking, and Bechtel’s ES&H Management System to monitor performance, identify trends, reduce risk, and drive continual improvement across nuclear project activities.
  • Prepares technical and regulatory reports, reviews and performs environmental assessments and studies, researches regulatory and permitting issues, evaluates environmental and safety performance data, and supports project readiness reviews.
  • Participates in ES&H emergency preparedness planning, including environmental incident response, spill prevention and response, interface with site emergency plans, and investigation and resolution of environmental incidents or nonconformances.
  • Conducts and coordinates reviews, assessments, audits, and field inspections to monitor compliance with contractual commitments, regulatory requirements, permit conditions, nuclear project controls, Bechtel standards, and project procedures.
  • Identifies and oversees preparation and submittal of environmental permit applications, supports engagement with regulatory agencies, reviews and negotiates permit conditions, tracks permit commitments and closeout actions, and guides implementation of project-specific mitigation and compliance plans.
  • Supports coordination with nuclear safety, quality, engineering, construction, commissioning, and operations teams to ensure ES&H requirements are aligned with nuclear facility work controls, configuration management, and safe work planning expectations.
