About The Position

The Department of Innovation & Technology (DoIT) is seeking to hire qualified candidates for a rewarding career opportunity. This position serves as the Functional Expert for the Personnel Actions Human Resources (HR) functionality managed by the Enterprise Resource Planning (ERP) Human Capital Management (HCM) Program. The role is the lead authority on all Hiring, Onboarding & Recruitment functional issues, including design, transition, and maintenance. The position will collaborate with ERP Program leadership to coordinate and control the ongoing support of Personnel Actions functionalities within the ERP Program, acting as the functional expert during implementation and in the operational steady state.

Requirements

  • Requires knowledge, skill, and mental development equivalent to (4) four years of college with coursework in business or public administration, general administration, human resources, personnel administration, information technology or a directly related field.
  • Requires (4) four years of progressively responsible administrative human resources experience in a complex organization with employees governed by multiple regulations and bargaining contracts.
  • Requires the ability to verify identity.
  • Requires employment authorization to accept permanent full-time position with State of Illinois.
  • Requires the ability to pass a position specific, agency required background check and requires self-disclosure of criminal history.
  • Requires the ability to travel in the performance of duties.
  • Requires the ability to use agency supplied equipment such as laptop, personal computer, work cell phone, and any other required equipment or devices.
  • Requires the ability to work outside of normal business hours to meet deadlines.
  • Requires the ability to lift and carry objects or equipment weighing up to 20 pounds.
  • Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45.

Nice To Haves

  • Four (4) years of professional experience leading the implementation, configuration, or management of data, foundation objects, reporting, or workflows within an HCM system to support personnel action functionalities including post-implementation support, oversight of work, and collaboration with vendors or agency stakeholders.
  • Four (4) years of professional experience interpreting and applying personnel-related laws, rules, and regulations within HR and personnel actions, ensuring compliance while aligning policies and practices with organizational objectives.
  • Four (4) years of professional experience participating in policy development or legislative modifications, and cross-agency coordination related to ERP HCM systems, with a demonstrated ability to represent and make authoritative decisions on behalf of an organization and drive strategic initiatives in inter-agency or inter-governmental settings.
  • Two (2) years of professional experience designing or implementing a new or major change to a system of record, including resolving conflicts, addressing data integrity issues, and optimizing system functionality.
  • Two (2) years of professional experience in leading cross-functional teams, including vendor staff, and agency subject matter experts to evaluate and analyze functional requirements, ensuring alignment with policy objectives while actively contributing to long-term strategic planning and goal setting for ERP HCM programs.
  • Two (2) years of professional experience managing personnel actions within SuccessFactors or a similar HR management system, providing support for a complex and diverse workforce across various functions and organizational levels.
  • Ability to continuously develop expertise in ERP HCM systems and emerging technologies by staying current on industry trends, software advancements, and best practices through ongoing education, training, and active participation in relevant conferences and seminars.
  • Ability to establish and maintain effective working relationships with diverse stakeholders, including agency leadership, vendors, and cross-functional teams, to facilitate collaboration, resolve conflicts, and drive successful ERP HCM program implementation and management.

Responsibilities

  • Serves as the ERP Functional Expert for Personnel Action functionality for the Department of Innovation & Technology (DoIT), supporting the Human Resources (HR) modules managed by the Enterprise Resource Planning (ERP) Program.
  • Operates as the lead authority on all ERP Personnel Action functional issues, including design, configuration, transition, compilation, and maintenance of key data and foundation objects that support Personnel Actions.
  • Collaborates with ERP HCM Program leadership to coordinate and control the implementation of Personnel Action solutions within the ERP HCM Program.
  • Serves as an expert regarding data management, reporting, and configuration related to Personnel Action oversight.
  • Acts as a member of the ERP HCM Program team in steady state operations as the Functional Expert for Personnel Actions.
  • Works with vendors to provide advice and production support to agencies and staff utilizing Personnel Action functionality.
  • Actively engages in ongoing professional progress related to new developments in ERP HCM Program software by continuing education through meetings, training sessions, seminars, and conferences.
  • Performs other duties as required or assigned.
