About The Position

The Department of Innovation & Technology (DoIT) is seeking to hire qualified candidates for the role of ERP Functional Expert in Payroll. This position serves as the Functional Expert in Payroll for DoIT, overseeing the lifecycle of the Enterprise Resource Planning (ERP) Human Capital Management (HCM) Talent Management Program, from design and implementation to operational steady state. The role involves planning, developing, and implementing multi-jurisdictional payroll policies and procedures, and coordinating the implementation and support of the payroll module within the Program. The expert will also assume a key role in the permanent organizational structure that oversees the Program's cost implementation.

Requirements

Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in business or public administration.
Requires prior experience equivalent to four (4) years of progressively responsible administrative Payroll experience in a complex organization with employees governed by multiple regulations and bargaining contracts.
Requires the ability to verify identity.
Requires employment authorization to accept permanent full-time position with the State of Illinois.
Requires the ability to pass a position specific, agency required background check and requires self-disclosure of criminal history.
Requires the ability to travel in the performance of duties.
Requires the ability to use agency supplied equipment such as laptop, personal computer, work cell phone, and any other required equipment or devices.
Requires the ability to work outside of normal business hours to meet deadlines.
Requires the ability to lift and carry objects or equipment weighing up to 20 pounds.
Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45.
Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest.

Nice To Haves

Four (4) years of professional payroll work, including coordinating payroll activities across state agencies or constitutional offices.
Four (4) years of professional experience in payroll administration principles and practices to business processes, programs, service objectives, activities or operational systems, including reviewing functional requirements and verifying alignment with policy objectives during ERP design, implementation, or steady-state operations.
Four (4) years of professional experience managing payroll functions for a multi-faceted, diverse workforce, including developing or maintaining payroll reports and resolving payroll-related data integrity issues within an enterprise environment.
Three (3) years of professional experience designing and implementing a new or major change to a payroll system of record, including approving system changes, directing subject matter experts (SMEs), and evaluating new standardized business processes during ERP implementation.
Three (3) years of professional experience with payroll financial requirements, including assessing policy impacts, supporting statewide payroll operations, and verifying accurate payroll processing across agencies or constitutional offices.
Three (3) years of professional experience developing and implementing multi-jurisdictional payroll policies and procedures, including coordinating with program leadership and directing staff to maintain statewide compliance during and after ERP implementation.
Three (3) years of professional experience with anticipated and delayed payroll processing, including resolving payroll-related conflicts, addressing data integrity issues, and maintaining statewide payroll operations.
Professional Human Resources Certification(s) in one or more of the following: Society for Human Resources Management- Certified Professional (SHRM-CP), Professional in Human Resources (PHR), IPMA-HR Certified Professional (IPMA-CP), or other similarly related certification(s).
Ability to analyze complex HR and payroll-related problems, evaluate potential solutions, and implement effective courses of action to resolve employee services or compliance issues.
Ability to establish and maintain cooperative working relationships with staff, subject matter experts (SMEs), managers, executives, and external stakeholders, fostering collaboration in resolving sensitive HR issues and supporting People Operations team members.

Responsibilities

Serves as the ERP Functional Expert - Payroll for the Department of Innovation & Technology (DoIT), overseeing the lifecycle of the Enterprise Resource Planning (ERP) Human Capital Management (HCM) Talent Management Program, starting with design, implementation and transitioning to the operational steady state organization.
Works in concert with Program leadership to coordinate and control the implementation and support of the payroll module within the Program, including assuming expert role regarding payroll in permanent organizational structure that oversees the Program cost implementation.
Assumes functional expert role for payroll during implementation and in the operational steady state organization, including participating with the Program team during implementation and production support.
Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
