About The Position

The Illinois Department of Public Health is seeking a highly motivated professional to serve as the Agency Training Manager. This role is responsible for organizing, planning, executing, and evaluating comprehensive training programs for the Department. The Agency Training Manager develops curricula, establishes training schedules, and addresses both urgent and ongoing training needs related to agency-wide Human Resources and Labor Relations. The position oversees training assignments for newly onboarded employees and supports the maintenance of the employee handbook, policies, procedures, and directives. This role includes supervisory responsibilities and functions as a working supervisor.

Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in public or business administration.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.

  • Two (2) years of progressively responsible administrative experience in the past five years organizing, developing and conducting training programs at multiple organizational levels.
  • Two (2) years experience in past five years developing training curricula and developing presentations.
  • Two (2) years experience in past five years developing handouts for training.
  • Two (2) years experience in past five years with on-line training programs.
  • Two (2) years experience in past five years preparing reports or tracking training compliance.
  • Two (2) years experience in past five years providing oral and written communication.
  • Two (2) years experience with TRAIN IL or similar system.
  • Two (2) years experience in past five years using Microsoft Suite Program to create and maintain presentations.

Responsibilities

  • Serves as the Agency Training Manager.
  • Analyzes training needs, develops curriculum and presents training modules for the Labor Relations Program.
  • Serves as Public Health’s Administrator of TRAIN IL, supporting Illinois Department of Public Health’s users throughout the state.
  • Serves as working supervisor.
  • Provides communication to all Agency Staff.
  • Develops and maintains goals consistent with the processes to support use of the TRAIN IL for the overall strategic plan for Public Health workforce.
  • Participates in the Onboarding process of new employees.
  • Performs duties associated with maintaining the employee handbook, policy, procedures and directives.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
