About The Position

As an Equal Opportunity Specialist 2 with the Department of Transportation, you will help strengthen workforce programs that open doors for people across the Commonwealth. This role gives you the chance to support training opportunities, track progress, and ensure fairness in important construction initiatives. You will work with partners statewide to promote growth, opportunity, and long-term success in the heavy highway construction industry. This role focuses on supporting workforce development programs, monitoring compliance, and working with partners to strengthen opportunities within the heavy highway construction industry.

Requirements

  • One year as an Equal Opportunity Specialist 1 or Human Resource Analyst 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration)
  • Successful completion of the Pennsylvania Management Associate program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration)
  • Two years of analytical experience in an equal opportunity program that includes one year of professional experience, and a bachelor’s degree
  • An equivalent combination of experience and training
  • Meet the PA residency requirement
  • Be able to perform essential job functions

Responsibilities

  • Support workforce initiatives by reviewing program goals, evaluating progress, and coordinating with staff and partners
  • Review reports, analyze contractor and vendor activities, and conduct audits to ensure program requirements are met
  • Maintain data and monitor participation to identify opportunities for minority and women trainees
  • Evaluate work statements, monitor responsibilities, review invoices, and help resolve issues with vendors
  • Provide guidance to staff, contractors, and partners on program processes and improvement needs
  • Develop and maintain productive working relationships with employers, agencies, and workforce partners
