Requirements

  • Knowledge of Property valuation and appraisal techniques for rural and urban real estate;
  • Knowledge of Computer assisted mass appraisal techniques of real and personal property;
  • Knowledge of State laws specific to ad valorem tax;
  • Knowledge of Leadership abilities to initiate and recommend changes in work methods to improve agency or division performance;
  • Knowledge of Legislative impacts on ad valorem;
  • Knowledge of Agency policies and procedures;
  • Knowledge of State and federal legislation related to assigned agency programs;
  • Knowledge of Modern office methods and procedures, including computer technology related to accounting systems;
  • Seeks to build relationships and team climate in which employees are encouraged to meet their full potential and promote agency excellence.
  • Ability to Explain tax assessment processes to local tax officials;
  • Ability to Make presentations to groups of valuation professionals;

  • A Bachelor’s degree in accounting, economics, mathematics, statistics, finance or business administration;
  • OR advanced accreditation for Oklahoma County Assessors and Deputies as certified by Oklahoma State University Center for Local Government Technology:
  • AND four (4) years of experience in appraising or assessing real estate, financial auditing, computerized mapping, land records research, or as a real estate abstractor;
  • OR an equivalent combination of education and experience, substituting one year of general above listed experience for each year of the required education.

Responsibilities

  • Communicates job expectations and offers professional growth opportunities for direct reports.
  • Plans, monitors, and assesses job performance.
  • Aids in the coaching, counseling, and discipline of employees.
  • Immediately addresses performance areas of concern and follows the Progressive Discipline Guidelines.
  • Oversees the staff selection process and training.
  • Develops, coordinates, and enforces systems, policies, and procedures.
  • Provides technical assistance to management, and the general public by providing information that pertains to the regulations and procedures of Ad Valorem.
  • Analyzes processes and workflows for inefficiencies and makes recommendations for enhancement.
  • Prepares supervisory reports on workflow assessment findings, system process results and revenue tracking.
  • Collaborates with Ad Valorem Administrators in developing the strategic goals for the section while considering potential impact to other sections and divisions.
  • Gathers and categorizes statistical data as required for process analysis and improvements.
  • Reviews and assigns tasks or projects to staff.
  • Conducts property appraisal activities through physical inspection of properties, research of records, comparisons to similar properties, establishing fair cash values, and determining appropriate tax assessments.
  • Participates in the Annual Equalization Study and/or other performance-based audits as may be required by determining assessment levels, the dispersion of assessments in each county for each classification of property and other statistical analysis which may be required.
  • Assists County Assessors by conducting training, seminars, and workshops at counties, schools, and conferences; and advising assessors of proper methodology for the appraisal of real and personal property as related to computerized mass appraisal and statistical data analysis.
