About The Position

Under the general supervision of the Environmental Manager, the Environmental Specialist coordinates and monitors the airport’s environmental performance and requirements under the Airport Environmental Management System (AEMS), which is certified to the ISO 14001:2015 standard. The ideal candidate will have good customer service skills and have experience working with the public.

Requirements

  • Working knowledge of the Resource Conservation and Recovery Act (RCRA), including specifically Hazardous Waste/Non-Hazardous Waste/Universal Waste storage, accumulation and manifesting requirements, along with reporting requirements
  • Working knowledge of Petroleum Bulk Storage (PBS) codes, inspection requirements, Underground Storage Tank (UST), Above Ground Storage Tank (AST) inspections, and SPCC Plan requirements
  • Working knowledge of Storm Water Management and NYDEC SPDES permits
  • Working knowledge of Air quality requirements, including permitting and ozone depleting substances
  • Working knowledge of Hazard Communications and Emergency Planning and Community Right to Know.
  • Working knowledge of Storm water inspections and requirements
  • Working knowledge of ISO 14001:2015 environmental management system compliance
  • Ability to read and write in the English language, comprehend complex instructions, short correspondence and memos.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.
  • Ability to use Microsoft Word, Excel, PowerPoint and other software applications.
  • Ability to update information in data bases.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Ability to deal with problems involving several variables in standardized situations.
  • Must possess a valid Drivers’ License as a condition of employment.

Responsibilities

  • Responsible for the performance of essential duties to ensure continued compliance with internal and external environmental mandates and obligations.
  • Assist in the development of environmental programs, initiatives, and the continued improvement of our environmental management practices.
  • Monitor and ensure compliance with the Westchester County Airport Environmental Policy in our overall commitment to ensure the continual improvement to our AEMS.
  • Assist with AEMS facility audits, inspections, and training.
  • Monitor and coordinate activities involving open spill sites, spill response, and working with our environmental consultant to attain final spill closure. Review all spill reports and clean-up events to ensure compliance with procedures, and to determine if any further work may be required for final spill closure.
  • Monitor airport SPDES permit and Storm Water Pollution Prevention Permits, conduct monthly outfalls sampling, prepare monthly Discharge Monitoring Reports (DMR’s) for submission to the regulatory agencies, and perform facility Best Management Practices (BMP’s) and general housekeeping inspections.
  • Oversee the Airport Recycling Program (Source Separation Law), and Pest Management Plan.
  • Monitor aircraft deicing activities to ensure the operational integrity of spent deicing fluid collection systems and pre-treatment permit compliance. Coordinate the system removal and disposal of spent deicing with our trucking contractor, and ensure notification procedural compliance.
  • Responsible for the oversite of hazardous and non-hazardous waste, universal waste, and conducting weekly inspections of airport maintenance satellite and main collection waste areas. Coordinate waste disposal and ensure proper material manifests and reporting requirements.
  • Perform field maintenance tasks and inspections as directed by the Environmental Manager and enter results into the AEMS access/GIS data base and maintain information in the data base.
  • Support the daily operations of the Environmental Department and the AEMS, assume operational responsibility in the absence of the Airport Environmental Manager.
  • Act as a liaison with various airport tenants, contractors, aircraft operators, County departments, and environmental regulatory agencies.
  • Act as an airside/landside escort for contractors, vendors and/or consultants for fieldwork.
