Summary HII is seeking a highly motivated and experienced Environmental Research Analyst to support the Naval Postgraduate School Energy Academic Group (EAG) in Monterey, California. The selected candidate will lead and support environmental engineering and compliance initiatives associated with energy, facilities, infrastructure, and research programs supporting Department of Defense and federal mission objectives. The ideal candidate will possess strong technical expertise in environmental compliance, regulatory analysis, environmental impact assessments, pollution prevention, and stakeholder engagement with federal, state, and local regulatory agencies. This position requires exceptional leadership, analytical, and communication skills to support operational, research, and infrastructure-related environmental initiatives.

Requirements

  • 9 years relevant experience with Bachelors in related field; 7 years relevant experience with Masters in related field; 4 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 13 years relevant experience.
  • Experience interacting with regulatory agencies and participating in compliance inspections and audits.
  • Demonstrated ability to analyze regulatory changes and implement compliance strategies across complex organizations.
  • Excellent written and verbal communication skills, including technical writing and executive briefing capabilities.
  • Ability to work effectively within government, academic, and industry collaborative environments.
  • U.S. citizenship required.
  • Ability to obtain and maintain a U.S. Government security clearance preferred.

Nice To Haves

  • Professional Engineer (PE) certification or relevant environmental certifications preferred.
  • Experience supporting Department of Defense, Navy, federal research organizations, or higher education institutions.
  • Familiarity with operational energy, installation energy, sustainability planning, and resilient infrastructure initiatives.
  • Experience supporting military installations, laboratories, or research and development environments.

Responsibilities

  • Develop, administer, and implement environmental programs in accordance with applicable federal, state, and local governmental requirements.
  • Monitor pollution prevention activities, environmental compliance programs, and auditing efforts to ensure adherence to environmental regulations and company policies.
  • Conduct environmental studies and prepare environmental impact reports associated with new construction projects, facility modifications, operational processes, and permit changes.
  • Review and analyze environmental documentation issued by regulatory agencies and determine impacts to organizational operations and mission execution.
  • Develop and publish compliance strategies, guidance, and implementation requirements to ensure organizational readiness and regulatory alignment.
  • Evaluate proposed environmental regulations and policies to assess financial, industrial, operational, public, and environmental impacts.
  • Coordinate and interact directly with regulatory agencies and stakeholders to resolve environmental compliance issues and support permitting activities.
  • Represent HII and supported organizations during government, industry, and regulatory rule-making activities, meetings, and working groups.
  • Support energy resilience, sustainability, infrastructure modernization, and environmental stewardship initiatives aligned with Department of Defense priorities.
  • Provide leadership, mentorship, and technical guidance to engineering and environmental support personnel as required.
  • Prepare technical reports, briefings, risk assessments, and executive-level presentations supporting program leadership and customer engagements.
