The manager will establish the environmental program, including standards, permits and registrations, vendor management, agency relationships, and tools for regional EHS Specialists to handle site-level execution. The program is not yet mature, so the manager will create it from the ground up. It also includes leading air permitting and compliance for a planned coating operation, managing environmental incidents, building training, and reviewing environmental readiness for new site launches and facility projects. The role reports environmental performance and risks to Operations leadership and requires 30–40% national travel.

Requirements

  • At least 5 years of environmental compliance experience, including California, in fleet, automotive service, manufacturing, distribution, logistics, or environmental consulting.
  • Hands-on ownership of hazardous and universal waste requirements under federal RCRA and at least one state program.
  • Working experience with stormwater permitting and SWPPPs, and with California CUPA, HMBP, and CERS obligations.
  • Experience building an environmental program across multiple sites or states.
  • Experience representing an organization to regulatory agencies during inspections.
  • Current DOT hazardous materials training and HAZWOPER awareness, or ability to obtain both within six months of hire.
  • Ability to drive corrective actions to verified closure through people who do not report to the role.
  • Willingness to travel nationally across the hub network, approximately 30–40%.
  • Valid driver's license and an acceptable driving record under company standards.

  • California Title 22 experience.
  • Experience with air district permitting and federal NESHAP 6H compliance for a coating or refinish operation.
  • Certification such as CHMM, REM, QSD/QSP, or CECM.
  • Bachelor's degree in environmental science, environmental engineering, chemistry, or a related field.
  • Collision, refinish, or automotive reconditioning industry background.
  • Environmental consulting background with multi-client, multi-state exposure.

Responsibilities

  • Build and maintain the national environmental compliance program, including written standards, site playbooks, and inspection checklists for regional EHS Specialists.
  • Own the national compliance calendar for permits, registrations, renewals, inspections, sampling, and reporting, and track corrective actions through verified closure.
  • Serve as the company contact for environmental agency inspections, information requests, and correspondence.
  • Conduct periodic environmental audits across sites and report performance and open risks to Operations leadership.
  • Monitor state and federal regulatory changes and translate them into program updates.
  • Own generator classifications and EPA identification across sites under federal RCRA and state programs, including California Title 22 requirements.
  • Manage regulated waste streams end to end, including characterization, accumulation, storage, containers, secondary containment, manifests, and disposal.
  • Manage universal waste programs, including accumulation limits, labeling, and storage-time requirements.
  • Maintain state-by-state waste tire compliance, including registered haulers, trip logs, storage thresholds, and California CalRecycle requirements.

  • Determine stormwater applicability at each site and maintain associated permits or No Exposure Certifications, SWPPPs, BMPs, sampling, evaluations, and portal submissions.
  • Set network standards for detailing and wash-water handling, discharge authorization, clarifiers and interceptors, drain control, and dry cleanup.
  • Maintain aboveground storage tank compliance and applicable SPCC plans, including inspections, containment, integrity, monitoring, and spill readiness.
  • Manage EPCRA Tier II chemical inventory reporting where thresholds are met and maintain national chemical inventory, SDS, and approved-chemical standards.
  • Maintain California HMBPs, CERS reporting, and CUPA relationships, and serve as site contact for CUPA inspections.
  • Maintain Prop 65 warning and exposure obligations.
  • Lead air district permitting for the planned coating operation, including permits to construct and operate, permit conditions, modifications, and renewals.
  • Establish compliance with applicable automotive coating rules and federal NESHAP 6H, including VOC limits, equipment and booth requirements, painter certification, notifications, and records.
  • Track coating and solvent usage, VOC and HAP records, emissions inventory, applicable reporting, and AB 2588 obligations.
  • Add coating-related waste streams to the waste program and reassess generator status.
  • Coordinate with Facilities and equipment vendors on environmental aspects of coating-booth design and commissioning.
  • Own response to releases and spills, including containment, cleanup, agency reporting, root cause investigation, and corrective-action closure.
