About The Position

The Environmental Manager is responsible for planning, directing, and administering the environmental compliance and stewardship programs for Ted Stevens Anchorage International Airport (ANC). The position ensures airport operations, maintenance activities, and capital improvement projects comply with applicable federal, state, and local environmental laws, regulations, permits, and policies. Responsibilities include establishing program priorities, administering budgets, managing professional staff and consultants, and directing environmental planning, permitting, and compliance activities that support the airport's safe, efficient, and sustainable operation and development. The position develops environmental policies, procedures, and best management practices while overseeing programs related to environmental permitting, NEPA compliance, stormwater and wastewater, wetlands, contaminated sites, hazardous materials, spill prevention and response, PFAS, and other environmental initiatives. The Environmental Manager serves as ANC's principal environmental advisor, providing technical guidance and regulatory interpretation to airport leadership, airport tenants, consultants, contractors, and staff. The position coordinates with federal, state, and local regulatory agencies to obtain permits, ensure regulatory compliance, and resolve complex environmental issues affecting airport operations and development. Responsibilities include reviewing technical studies, evaluating environmental risks, developing practical and cost-effective solutions, supporting environmental review of capital improvement projects, and representing the airport before regulatory agencies, community organizations, and other stakeholders. The position also provides strategic leadership during environmental incidents and emergencies, ensuring timely coordination, regulatory reporting, and protection of public health, natural resources, and airport operations.

Requirements

Competency Based minimum qualifications (MQs).
A bachelor's degree from an accredited college in an environmental, physical, biological, or natural science; engineering; planning; or natural resources.
Advanced professional experience in environmental regulation compliance, pollution control, environmental damage recovery, or programs to improve or protect environmental quality; or evaluating the potential environmental and socioeconomic impacts of construction projects; preparing environmental documentation; and determining, negotiating, and monitoring permitted activities.
Knowledge of the concepts, principles, theories, and methods to protect and improve the quality of the environment and its resources; and to monitor, control, abate, and prevent pollutants.
Knowledge of the concepts, principles, and theories of scientific principles related to environmental, ecological, biological, or physical science and the methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
Knowledge of the concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort.
Knowledge of performance management concepts, principles, and practices related to planning, monitoring, rating, and rewarding employee performance.
Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
