About The Position

This position is open to Alaska Residents only. This position is being recruited for in Anchorage, Fairbanks, or Juneau. Pay will be determined based on location of selected individual. The role involves overseeing the regulatory ambient air monitoring section, applying state and federal air quality regulations and monitoring methods to measure compliance with seven criteria air pollutants. The position includes hiring, training, and supervising section staff, ensuring a strong understanding of quality assurance, quality control, scientific principles, and technologies for operating Alaska’s ambient air quality monitoring network. It also involves fostering effective decision-making, maintaining project timelines, and contributing to policy development. Collaboration with the Program Manager and other section leads is required for developing and managing spending plans and budgets, coordinating solicitations and procurements, managing service contracts, directing project management activities, and supporting air quality studies. The role also entails coordinating the preparation of statistical reports, data analyses, and written summaries to communicate monitoring results and inform the public about potential health risks. Additionally, the position requires reviewing proposed state and federal regulations, monitoring methodologies, and emerging technologies, providing recommendations on technical content and scientific procedures, and assessing the impacts of new regulations on state and local communities.

A bachelor's degree from an accredited college in an environmental, physical, biological, or natural science; engineering; planning; or natural resources.
Advanced professional experience in environmental regulation compliance, pollution control, environmental damage recovery, or programs to improve or protect environmental quality; or evaluating the potential environmental and socioeconomic impacts of construction projects; preparing environmental documentation; and determining, negotiating, and monitoring permitted activities.

Responsibilities

Overseeing the regulatory ambient air monitoring section as the team applies state and federal air quality regulations and monitoring methods to measure compliance with seven criteria air pollutants (carbon monoxide, fine particulate matter, coarse particulate matter, nitrogen dioxide, ozone, sulfur dioxide, and lead) and comparing concentrations against EPA’s National Ambient Air Quality Standards.
Hiring, assigning, directing, training, and supervising section staff while ensuring a strong understanding of quality assurance, quality control, the supporting scientific principles, and the technologies required to operate Alaska’s ambient air quality monitoring network and special projects; fostering effective decision-making, maintaining project timelines, and contributing to policy development at the internal, state, and national levels.
Collaborating closely with the Program Manager and other section leads to develop and manage spending plans and budgets, while independently coordinating solicitations and procurements, managing service contracts, directing the sections project management activities, and supporting air quality studies.
Coordinating the preparation of statistical reports, data analyses, and written summaries to clearly communicate monitoring results and inform the public about potential health risks.
