About The Position

This is an internal agency position located in West Palm Beach, Florida. The incumbent in this supervisory position is responsible for overseeing district staff in the Compliance Assurance Program. The role involves significant communication, motivation, training, and evaluation of employees, as well as planning and directing their work. The position has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. Responsibilities include conducting performance appraisals, identifying and developing high performers, initiating improvement plans for underperformers, and managing time and attendance for direct reports. The role also involves training staff, planning staff needs, ensuring staff efficiency and effectiveness, developing staff technical expertise, identifying and mentoring staff for leadership positions, motivating and building a team, and actively supporting DEP's statutory, regulatory, and policy requirements. The position requires maintaining effective internal communications, serving in assigned leadership roles, coordinating projects across district and division boundaries, negotiating with regulated entities to resolve disputes, advising staff on rule consistency, reviewing and approving compliance inspections and documents, participating in audits, working towards program and district goals, coordinating with manager counterparts, investigating and resolving issues, ensuring productive relationships with applicants/permittees, coordinating with management to reduce case resolution and response times, supporting upper management, managing conflicts, and representing Senior Leadership in their absence. Performs other duties as assigned by supervisor.

Requirements

  • Post-secondary degrees from an accredited college or university may be used as an alternative for the required 4 years of experience on a year-for-year basis.
  • Successful completion of background screening will be required for this position.

Responsibilities

  • Overseeing district staff in the Compliance Assurance Program.
  • Communicating with, motivating, training, and evaluating employees.
  • Planning and directing employees’ work.
  • Hiring, transferring, suspending, laying off, recalling, promoting, discharging, assigning, rewarding, or disciplining subordinate employees or effectively recommending such action.
  • Conducting performance appraisals for employees at least annually.
  • Identifying stellar performers and providing opportunities for increased visibility and training.
  • Identifying poor performers and initiating improvement plans and, if necessary, termination.
  • Responsible for time and attendance of direct reports.
  • Training staff and planning staff needs necessary to achieve Department objectives within the Compliance Assurance Program.
  • Ensuring that staff are efficient and effectively meeting deadlines, developing positive relationships, and professionally representing the department.
  • Developing staff technical expertise in regulated industries.
  • Identifying, developing, and mentoring staff for leadership positions.
  • Motivating and building a team.
  • Actively supporting and working toward fulfilling the DEP’s statutory requirements, regulatory requirements, and policies.
  • Maintaining effective internal communications with superiors and subordinates.
  • Serving in leadership roles assigned by Senior Leadership.
  • Coordinating projects across district and division boundaries to streamline processes, promote consistency, and further the OneDEP concept.
  • Negotiating with the regulated entities to resolve compliance and/or permitting/waste cleanup disputes, assuring that the impacts to the environment are acceptable as identified by Department rules.
  • Advising staff regarding consistency with Department rules & policies.
  • Reviewing and approving compliance inspections and/or documents in accordance with the District Director’s approved signatory authority delegation list.
  • Participating in audits of local environmental programs and serving in advisory roles to those programs throughout the year.
  • Working toward meeting program and district goals per the district’s Business Plan.
  • Coordinating with manager counterparts to meet program needs.
  • Investigating, assessing, analyzing and making recommendations to resolve issues and offer solutions to supervisor.
  • Ensuring productive relationships with applicants/permittees.
  • Coordinating with Assistant Director and Environmental Managers to reduce time for case resolution and response times.
  • Being supportive and positive toward upper management.
  • Managing conflicts and negotiating mutually acceptable outcomes.
  • Representing Senior Leadership in their absence.
  • Performing other duties as assigned by supervisor.
