About The Position

This job is eligible for relocation assistance to Colorado Springs. We are hiring a people-focused and results-driven individual to lead a team of skilled environmental engineers and professionals responsible for shaping environmental strategy, supporting major capital projects, ensuring regulatory compliance, and advancing sustainable utility operations for our community of over 500,000. Our team plays a vital role in protecting natural resources while enabling the reliable delivery of electric, natural gas, water, and wastewater services. You will play a critical role in supporting environmental compliance, managing environmental risk and liability, enabling utility infrastructure projects, and advancing Colorado Springs Utilities' commitment to environmental stewardship. Additionally, you will serve as a key advisor on environmental regulatory matters that have the potential to affect utility operations, capital investments, project schedules, financial obligations, public reputation, and long-term business strategy.

Requirements

  • Bachelor's degree in Engineering (preferably Environmental, Civil, or Chemical)
  • Professional Engineer (PE) license in the State of Colorado, or the ability to obtain
  • Demonstrated professional-level engineering experience (typically eight or more years) related to environmental programs, compliance activities, project support, and/or utility operations
  • Demonstrated leadership experience which may consist of supervision of employees, project leadership, and/or team leadership
  • Passion for leading, coaching, and developing others in ways that build and sustain trust, engagement, collaboration, continuous improvement, and professional growth
  • The ability to evaluate regulatory impacts; identify emerging risks; balance technical, operational, legal, and business considerations; and provide practical recommendations and solutions

Responsibilities

  • Provide ongoing leadership, coaching, and development to a team of environmental engineers and professionals in ways that build and sustain trust, engagement, professional growth, accountability, and desired business results
  • Monitor and assess evolving federal, state, and local environmental regulations, legislative developments, and rulemakings to identify potential impacts to utility operations and business objectives
  • Oversee environmental studies, scope of work and contract development, engineering analyses, permitting activities, compliance programs, and technical investigations
  • Support environmental planning, design, construction, and operational projects across utility systems
  • Collaborate with engineering, operations, project management, legal, regulatory, real estate, and external stakeholders to identify environmental risks and develop practical defensible solutions
  • Provide technical leadership and guidance related to environmental laws and regulations, compliance and permitting requirements, and industry best practices
  • Manage work unit priorities, resources, budgets, schedules, consultant contracts, and project deliverables
  • Represent Colorado Springs Utilities in discussions with regulatory agencies, consultants, contractors, industry organizations, and community stakeholders
  • Champion continuous improvement initiatives that enhance efficiency, compliance, risk reduction, and service delivery
  • Demonstrate an unwavering commitment to safety, health, and welfare of the public
