About The Position

The Environment Engineer will be responsible for environmental compliance with state and federal regulations at the LyondellBasell Bayport Site. The primary environmental media for the position will be water and waste with significant support for air programs. The individual will interface with a diverse group of customers, including process and project engineering, operations, maintenance, plant management, and outside regulatory agencies.

Requirements

  • Bachelor's degree in Chemical Engineering, Environmental Engineering or other appropriate engineering degree, or related technical discipline with a minimum of 5 years' relevant experience.
  • Demonstrated proficiency with US Federal and Texas Air, Water, Wastewater, Waste regulations/requirements and compliance demonstrations.
  • Demonstrated understanding of air emissions calculations, and emission reporting processes.
  • Working knowledge of environmental permitting and the regulatory process and experience representing a company to the regulatory agencies.
  • Experience developing and/or managing environmental compliance systems.
  • Excellent written/oral communication skills with the ability to communicate effectively with all levels of individuals/employees.
  • Proficiency in the following competencies should be demonstrated: drive for results, interpersonal capability, broad perspective, motivating each other, integrity and building trust, and dealing with ambiguity.
  • Proficiency with Microsoft Office Applications, specifically strong hands-on spreadsheet comprehension
  • Demonstrated ability to work efficiently, prioritize workflow, meet demanding deadlines, and manage multi-faceted projects in a fast-paced environment, where demands and priorities change rapidly.
  • Previous experience preparing air emissions inventory, Toxic Release Inventory (TRI), Tier II, hazardous waste, storm water, and wastewater discharge reports.

Nice To Haves

  • Experience in the chemical manufacturing industry is highly preferred.
  • Working knowledge of Hazardous and Miscellaneous Organic NESHAPs (HON/MON) and BWON, a plus.

Responsibilities

  • Maintain ownership of assigned site environmental programs, which may include the following: Ozone Depleting Substances (ODS) Program Owner, Toxic Release Inventory (TRI) Program Owner, Tier II Program Owner, Toxic Substances Control Act (TSCA) Program, Flare Management, RCRA and Compliance Plan Program, Spill Prevention, Control and Countermeasure (SPCC) Plans Program, Water Programs, RCMS (Responsible Care), Supporting Air Programs (As-needed/annual PBRs, MOC reviews, general air compliance, LDAR, HRVOC), Lead annual compliance tests on heaters for MACT DDDDD, Assist with sampling and annual BWON TAB estimates., Diesel Engine Testing and Compliance
  • Interaction with Operations and other plant personnel to ensure a consistent understanding of environmental requirements and developing applicable training.
  • Serve as environmental subject matter expert for assigned Unit(s) and programs in the area of environmental compliance.
  • Interfacing with and respond to regulatory agencies on permitting, regulatory reporting and on compliance issues, including inspections, and investigations.
  • Completing and submitting applications and or reports to regulatory agencies.
  • Interpreting and communicating regulatory requirements, effectively identifying solutions when rule ambiguity exists.
  • Developing environmental procedures, compliance strategies, continuous improvement processes and maintain management systems.
  • Providing support to maintain site compliance with permits and regulatory requirements.
  • Monitoring environmental monitoring variables for respective unit(s) to ensure compliance with requirements.
  • Participating in the completion of monthly emissions inventory and sustainability reporting for respective unit(s).
  • Reviewing projects for environmental impacts and identify relevant action items prior to operation.
  • Rotational On-call Responsibilities after business hours and on the weekend
  • Operations training on environmental regulatory programs and topics
